I think you were misunderstanding the statement. Most people I know who have tried it have done so with the purpose of undermining the law. Peer pressure does cause some people to try it, other forms of media (video games as an example) do cause others to investigate it more out of curiosity.
I think it should be legalized. I believe in a theory that if something that was illegal is legalized, it's consumption will be diminished because of people who think, "It is illegal, so it must be awesome!"

I really do not do either. In my opinion, I enjoy detaching myself from the game and becoming someone else. I find it the most fulfilling way to enjoy the games.
