Gaming laptops today have GPUs that can far exceed the processing power of the 360. If I recall correctly, the gpu in the 360 is about the same as a nvidia 7800. Or something like that.
That is about the size of a laptop gpu.
All you need now is the CPU, some RAM chips and all the other necessary elements that make up a circuit board, and I do believe it could be as small as the DSi, maybe a bit bigger.
There is one thing with my claim that worries me. That laptop gpu right there has that big ass heatsink on it. Heatsink + handheld = My fingers are gonna be hot.

Power =/= graphic capabilities
Firstly, size - to fit in a powerful GPU and CPU you need room and there is no way they are going to be using the newly manufactured 28nm chips as that'd cost a fortune. Plus with power you need electricity and there is no way the 3DS will be able to power powerful chips unless it has a battery life of 30 mins. Also as I said before cooling will be a big issue and there is no way that chips the power of the 360 and PS3 can be cooled with simple airflow. The smallest GPU in terms of power to size that Nvidia make is the GT240 and that still needs a fan and about 60W of power, while still being quite a bit less powerful than the 8800GT, even though it is a 40nm chip.
What we are more likely to see is a console with the power of the Nvidia Tegra chip, which is somewhere between PS2 and Xbox 360 but certainly not the power of the HD consoles. It's in a lot of pads so I'd be amazed if it wasn't, or something similar, in the 3DS.

There is a lot more than just claiming high resolution = good graphics. Any video card can do a desktop at 1600x900, what you need to know is the complexity of the images, such as shading, plus the textures will still be of a low quality, AA, AF etc.

The have different CPUs to a standard PC as well as different architecture, with the PS3 having a lot of power usually ignored in the SPU's.

Being a bit of a graphics whore it is quite clear that many multiplatform games aren't optimised for consoles. Compare Uncharted 2 which looks pretty bloody good, even by PC standards, and put that next to MW2, which looks like a jizzy tissue even on PC.
Ideally some kind of benchmark software would be nice, but alas, not going to happen for this generation unless someone is really bothered about knowing each systems full potential.
