There's a difference between a pet and foodstock. When minors commit crimes in the US, the legal fault is the parent's, and from what I heard, most other countries have laws similar this as well. In the US, aggravated animal cruelty can go up to Class C Felony when the animal is killed, which the penalty is a fine of up to $100000 or imprisonment of up to 40 years or both. Also who the hell sees an eight year old child outside in the middle of the night doing stuff and not immediately feel the need to find out what?
