Not that I think castration would be a good solution, but your premise is somewhat faulty. Castration would immensely drop the amount of testosterone his body would produce, making him an incredibly placid person. Can you honestly look at some of the stories and accompanying cartoons on that site and then wonder what could drive people to do what they've done?
One of the stories is about a 26 year old Japanese man stalking a 9 year old girl, and it's accompanied by a cartoon of a semi naked young girl on a bed, it hardly takes a degree in criminal psychology to see some sort of correlation.
