Probably because its useless details.
Even Shojo Manga/Anime doesn't show them a lot.
I would think shojo manga/anime would make the guys have nipples cuz as you said there are girls out there who go crazy when they see a guys chest.

Iv seen several that do detail things like that, but they were generally detailed manga.

Though not overly defined or muscular.

I have seen several anime that make fun of the No Male Nipples thing though.
Its been a while though.
But recently there was a show made called Milky Holmes.
One of the guys is super Handsome and his Nipple Defy the laws of Reality.
Also a manga called something something(cant remember) Jaguar, has fun with them as well.
Not really perverted or antything, just really weird and funny.

apparently they are considered separate thing so cannot be considered under they same banning sensor, a man showing his boobs is separate from a woman showing her boobs in the same way as people will call me on saying 'mans boobs' when men generally don't have boob.

This all sounds more aggressive than intended, but I just wanted to clarify that these things work both ways, contrary to their definition.
Actually, the double standards exist BECAUSE women are seen as weak: so anything a man does that can be associated to society's view of feminity (emotions, physical weakness, and others) is seen as weak and is shamed BY SOCIETY.

Aren't all emotional men gays? Aren't all physically strong women lesbians?

Think about it. If women were seen as equal and not just the weaker gender, overtly emotional, feeble and unable to protect themselves, wouldn't MEN benefit from the changes also? Much less pressure to act as a "real" man by society's standards and just be themselves? Not be afraid to show emotion, or admitting they were beat by anyone? Wouldn't that be great?

I've encountered people like that before, but they're a rarity, judging purely from the circles I run with. It's worth noting that sexism and double-standards don't exist purely for women; I honestly think the level of inequality isn't focussed on one gender more than the other. Well, I'm naturally biased towards my own gender since those are the standards I have to tolerate, but I'm open-minded enough to think it's the same on the other end. It's just the way the world seems to work, as frustrating and torturous as it can be.

The genders are certainly different, but I personally hold both to the same standards when it comes to acceptable behaviour.

As for the question: most likely just because it's not generally accepted in public for women to be topless. Well, it IS in parts of Australia, despite them trying to change that. It'd just be the (perceived) amount of outrage caused by conservative groups I guess. I guess it's just some strange censorship tradition with origins lost in the ages.

I'm not saying it's right that this is the way it is, I'm just pointing out that guys don't get a free ride on this train either. Everyone suffers from stereotyping and generalisation, but there's nothing any individual can do about it. Nothing that comes to my mind, anyway... I'm sure some social revolutionary out there has the right idea, but no-one will listen to him. Such a shame :/
