Yea, it should... If you're dying over and over and over again because you have no skill, is that enjoyable? No. But it isn't bad game design either. If someone who's new to FPS games tried to play COD4 on Hardened or Veteran, he would keep dying and he wouldn't find it fun. He'd probably quit after the fifth or so death. That isn't bad game design, that just means the player sucks.
Guitar Hero showed me otherwise. I sucked at it and still had a ball. I sucked at Soul Calibur and had fun. MarioKart Wii was a lesson in both humility and laughter. Halo, despite my inabilty to shoot straight and my surprising lack of combat senses, turned out to be fun despite the fact that I respawned more often than Schrödinger's pheonix. A game that is only fun if you are able to do well is satisfying, yes, but only fun to a small population. A measure of a good game is based, I'd believe, more on the latter category, and less on the former.
