The render problem has something to do with the server tech and how it handles a large amount of players in a small area its an issue that has persisted since the beta. It seems to be happening more often now that the servers are live with more players. There's definitely something wrong with your particular client because what you're experiencing is definitely not by design. I've got Model Quality (which should affect draw distance) set to Medium and I can see and shoot people 100-150m away. And a large number of them on screen as well.

The only real reasoning I've seen for people disliking the expression is them being overly pedantic curmudgeons who can't accept a simple figure of speech and want to look smarter and/or witty.
