Before anyone jumps to conclusions about the mode options, there is something very important to consider:
Those options are from the demo. Not the full game.
Well, at least that's what I'm guessing. Truthfully, removing the option for dialogue choices or the combat seems completely pointless for the full game.
However, for the demo? There's people waiting in line to try it (presumably), and some demos have timers on them (such as ten minutes and you're kicked off of it automatically). Including "action" and "story" modes for the demo makes some sense, allowing the player (who only has a few minutes to play the demo) to focus on the parts they like. They want to see how the combat's changed? Pick action mode. Want to see the story? Pick story mode. Want the whole package, at the risk of running out of time before you're done? RPG mode is for you.
For even further evidence, Action mode has the difficulty set to normal. Not veteran, hardcore, or insanity. Normal.
