Well, I have a bit of the same problem really so I couldn't tell you what to do.. but it's nice to see that there are some other decent human beings out there.the protaginist said:

Man, back in my day, if a kid was like that, a group of white hats would get together and jump the dude. They'd then gag him and tape him to the football goal post with no clothes on. Pictures were taken and used as blackmail. The literal humiliation and the threat of future humiliation kept the bullies in line for awhile.
I don't suggest or condone you doing that. I'm just saying that that's how it used to be handled back in the 80's. Bullies only strike when they think they can get away with it without retaliation. If there's 20 or so "good guys" that work anonymously to keep a bully down (or at least do something horrifying) then he/her and the other bullies become paranoid and quiet down for a long time.
EDIT: I guess a really good way is to get 30 big people together and have a chat. Don't tell him what you'll do to him, but hint that it could be way worse than a mere sharpened pen cap into his side. Remind him that he's slolwy turning the entire school against him, and eventually, you can't be responsible for someone else might do. Fear is always the great equalizer.

Talk to the teachers first. Always talk to the teachers first; something like this you bring to the superintendent of the school; bring the girl with you, and and someone else who saw what happened.
If that doesn't work, storm out of the office. I won't encourage violent action, but I won't tell you it's wrong, either. The problem is, even if he needs to be put in his place, it may not be your right to do it.
I will say, however, if you're going to beat the shit out of him, make sure of three things; 1) Make sure you do it in front of a lot of people 2) Make sure you scream something about abusing women, so you're at least a little justified and 3) Make sure you scare the piss out of him. literally. My expirience is that the only way to get through to abusive fucks is by making sure every time they think about beating someone up, they think about you.
Bear in mind, above option will likely lead to you being expelled, so think really hard on it. I'll give you this advice too; don't regress to violence unless he pulls something like that more than once.
You may luck out and have someone else beat you to the punch (pun intended).

I'd have to say beat the shit out of the little f*cker. According to your schools rules as long as the teacher doesnt see it, you wont get in trouble. Plus I bet that they would have no objections and odds are most would turn the other cheek as this kid sounds like a little prick to me. Plow him into the pavement, feel no remorse.

How old are you and your peers? I can't imagine any male getting away with that at our school, because we had something similiar happen to us. This started about age 15-ish. This one guy punched a small, gothic girl that no one really liked (this guy resembles the one in your story). However, she was a girl...and he punched her. Shortly after, he went through a sort of excommunication. As in, only his close friends talk to him now ever since that incident years ago. No one beat his ass because he was still one of the craziest bastards at our school.
I'm saying this because if there are males similiar to you, you might be able to do more than just get in a one-on-one fight with him. You might be able to get a group together to hurt him. If you believe it's necessary, hurt him bad. And threaten him about possible repercussions in the future if his actions continue. If you really want to go all out, have yourself or others start rumors about him (say he hits girls, etc.) and get a good bit of people to simply ignore him. But don't go overboard. We don't want another shooting on our hands.

I say either: Stab him or Kick his ass (off school grounds. I'm not saying this to be a nerd, but from what I read in the first post, if you do it on school grounds, it'll you'd get in trouble and the guy will get off scot free) or go psychological on him
