That makes me feel bad for people who are genetically preconditioned to be hefty. I suppose there aren't a lot of them in Japan though. Having a thinner and, thus healthier, population is nice, but enforcing this by law is a bit odd.

Females are biologically different and on average have 5% more body fat(because they have babies and their bodies go under the stress of pregnancy and blah blah...).

82 centimetres is 32.5 inches. That is not even remotely close to being fat.

I'm almost exactly that and I'm one of the skinniest adult males around. Also, why is the woman's size larger than the men's? Women tend to be smaller...right?

I refuse to believe these lies.

Although it's a good idea, and a more reasonable limit should be implemented with both minimum and maximum size allowances.
