Because of the amount of story, dialogue, and non-shooter portions I consider Mass Effect to be an RPG; so best true TPS, not bogged down by story, character development, or much in the way of provoking thought, would be Gears of War. Sometimes you just need a mindless over the shoulder killfest, GOW delivers.
