A few of you guys mentioned Irenicus, and he does deserve it. However I still stand by the belief that Sarevok was more evil. Let me list the ways:
-Had you fosta-pappa Gorion killed
-Started an economic crisis by poisoning the resource (in this case, iron)
-Hired mercenary groups to halt the shipment of said resource
-Took over a mine, kidnapped people and forced them to be slaves
-Brought shapeshifters to kill off and impersonate business rivals in order to drive his company to the top (and you thought insurance companies were bad, lol)
-Set up his own foster-father's death, along with the other owners of his company so that he could run it to gain power within Baldur's Gate
-Murdered everyone in your townhood home, from your mentors to your teachers to your buddies and friends. Then had all of them impersonated by shapeshifters to throw you off.
-Worked to become one of the rulers of Baldur's Gate then tried to kill off the other leaders
-Plotted to start a war with Baldur's Gate and Amn over the economic crisis, all to harvest enough souls to become a god
-Throughout the entire game, he sends pissant little assassins to try to kill you. All because you are his half brother.

Irenicus did some bad voodoo but Sarevok is one bad muthafugga.

Sovereign.

Not only was it only barely able to be defeated despite the entire Alliance fleet focusing on it and only it, there's a whole race of these Mecha-Cthulhu things. And more are coming...plus, pretty much everything Sovereign says is massively quotable.

EDIT- Oh, and lest I forget, KREIA. Her voice actor doing a phenomenal job of voicing this master manipulator notwithstanding, she was not only a fascinating villain, but she was as massively quotable as Sovereign and her ultimate goal was to

KILL THE FORCE. That's the first time in Star Wars canon that we've ever even thought that was POSSIBLE, and that was her goal! And she almost succeeded!

For some, Kreia can teach you more about philosophy in a day than a college class on the subject can in a week. And that's why she's awesome.

Mangnum and the RPG...he will be dead in less than 30 seconds....

You waste him until the heart/main kill thingy(been a while since i played it, so don't remember exactly what it is) becomes visible then RPG his ass baby!

Or mabye you just go straight for the RPG....i can't remember......either way, less than 30 seconds, trust me.

Kefka...the guy was just insane and didn't have a backstory filled with enough angst that you wanted to murder him for that. Him or the Joker...who was just too funny and evil to dislike and perhaps Hanbel Lecter.

Shodan, Saren (i suppose it was really sovereign), Liquid and Dorimin (that manipulative bastard)... i really can't pick one. Also that Sith lord who i don't remember from KotOR 2. His "ship" was a wreckage that he kept together and piloted through space using the FORCE which he FED OFF OF. I Really need to play KotOR 1 though as Malak seems pretty badass.

None that i know or remember. In my definition of "best villian" that is. In games they are all stereotypical idiots afaik, even if some are funny or have their small moments of glory.
