For me it's a tie between Morrowind and Fallout 3. Morrowind is still one of my favourite games, and introduced me to western RPGs in the first place, but Fallout 3 basically took the things I liked about Morrowind, Oblivion, and Fallout 1 and left out the things I didn't (for the most part, and for the rest there's mods). Close 3rd is Mass Effect 2.

Oblivion or Dragon Age.

I'm a sucker for fantasy. And Morrowind was too restrictive for my tastes. I get having to be good at stealing to beat the Thieves' Guild, and I'm fine with that, but I hate the way certain guild questlines cancel each other out.

This.
No other RPG, J or W, even comes close to the Baldur's Gate saga. Not to me, at least.
Hands down, without a doubt, BG2 is the best of the 00's.
I'm so old I thought it came out in 1998...

Naah, that was the first one.
BG2 was 2000.

Great series, regardless.

Mass Effect 1 and then Vampire the Masquerade: Bloodlines (I think moreso because I played the tabletop version).

And then...and thennnnnnnnnnnnnn...Hello Kitty Online Adventure!

TES III: Morrowind was my absolute favourite.
Remake Morrowind with the Skyrim engine please. :<

This, a million times. As far as roleplaying goes, nothing have beaten BG2 in the last ten years.

Close runner-ups are Mass Effect 1(Superb dialogue!) and Dragon Age.
Fallout 3 was based on the same unimproved Oblivon engine, and therefore falls flat in my book.

Baldur's Gate 2 by a mile.

Honourable mention goes to Vampire - The Masquerade: Bloodlines, KotOR, and Jade Empire.

Morrowind, by far. Unparalleled freedom to be whatever you want to be, and you know, play a role.

Also, I think I die a little inside when people say Fallout 3.

Western?

Deus Ex (if you count that, though it's more of a diversified spy game)
Barring that, DotA.

This also assumes that I cannot cite Baldur's Gate 2 (if it's considered to be in direct connection with BG1).

Justification:
2011 - 10 = 2001.
BG2 came out in 2000.

If I can, then BG2 by such a huge margin it's not even funny.

Winner: FO3
Runner up: Risen
Honourable Mention: The Witcher, Fable, STALKER and Metro 2033 (I love them, but they're not quite a Western RPG)

Dislikes (of varying degrees): Mass Effect 1, DA:O, F:NV, Oblivion

Deus Ex is it counts.
If not VtM: Bloodlines or Morrowind but they both have so many flaws I'm not sure I'd be comfortable aying they were the "best" anything.

All the other RPGs I've played from that decade were largely rubbish.
