Guess what that douchebag pulls in the expansion pack's storyline.

Most people Ratchet had to fight are also a bunch of cheesy pricks hell-bent on subjugating the galaxy and stomping on his face, with whom you can hardly sympathize. Except for Dr. Nefarious, who is Crazy Awesome - so he gets a free pass.

Doctor Light from the Megaman series.

Not only does he create the technology that leads to Wily enslaving mankind (and later Sigma) but he also responds, not by informing the rest of the world to fight down essentially eight robots that could be taken down with an EMP field, but builds his own robot to begin an arms race for Wily that ends up spanning centuries into the Megaman Zero games. Despite this, he is hailed as one that world's greatest heroes!

Also, seriously, if you have a teleporter, teleport the damn robot straight to the robot master. I mean, Jesus.

Kefka is the most obvious choice.

The kind of shit that guy pulls throughout FF6... Whew.. Legendary.

This to the N'th degree. No other game has presented a villain quite like him that constantly pushes and motivates the player to stop him from achieving his goal. Every action of his further justifies and increases how much of a threat he really is.

One of the only bad guys I've ever experienced that instilled a true sense of fear and hatred into the player ever time you saw him or heard that infamous laugh of music.

For me, my most hated character would have to be Shepard from MW2.

I agree that shepard was a terrible villan so was makarov, but then again the plot was shit so what do you expect? also lucien from fable 2 at first he goes from vaguely relateable troubled soul to complete prick for no reason whatsoever

That guy was definitely the biggest bastard I've ever come across but I have to admit Shepard in MW2 was a bastard but his story didn't make anywhere near as much sense.
