I mean, come on! The guy's never seen, and everyone says he's evil incarnate. For all we know he isn't!

Let's look at his evil deeds:

1, Kill the Dragon Riders.
So? They were 'corrupt and fought amongst themselves.' All he did was join in on the fun, be the best there is, and win. Now he's the bad guy and mad to boot? Riiiight.

2, The Empire is evil and bad, and war rages.
The war the REBELS STARTED. Without them, Galby could go and manage his Empire without distractions.

3, He killed dragons and enslaved them!
Comes with killing the dragon-riders. Why let that power go to waist when you can do some good with it after you slew them in a fit of madness. Seems pretty good to me, as would any normal human being.

I went over this somewhere else but you regularly end up killing policemen (though you don`t in the first mission so why they want you dead there is unknown ,or if you are one of those obsessives who have learned to play the game without fighting anyone at all)so i being a cop killer i can understand why they bring such force down on you

I agree the "bad guys"want to terraform the planet (at the cost of a few hundred people) so the rest of humanity can lived on edf whateverthefuckit`scalled but the snow pirates decide they`d rather live in an icy hellhole than help a colonization effort

I'm one of those obsessives, finishing the game with NO shots fired, and THREE cops punched out. And that was near the end of the game. So why me?

I'm one of those obsessives, finishing the game with NO shots fired, and THREE cops punched out. And that was near the end of the game. So why me?
In that case i salute your skills and admit i have not the faintest clue (maybe it`s because the character has some wird mark under one eye?)

i'd hardly say lord ozai wasn't well fleshed out. he was given as much mystery as possible to add to the fear, but his character was nevertheless full in depth. power-crazed ruthless tyrant who wants to follow in his ancestors footsteps by trying to conquer the other nations. he's even given a younger version of himself in azula. and god i hate it when it takes hours to beat the main evil guy. when did that get fun? it's one of the reasons the film "hero" is such a pointless fucking waste of time.

i used to hate all villains who do that annoying evil laugh when they do... well... anything, but when i played through KOTOR being evil i found myself cackling away at the dark side sandral/matale feud ending, so now i can sort of see it. still, vast majority of the time it makes literally no sense, but then that's a fairly common trait among villains.

EDIT: i haven't actually said a name, so: Gaston. he always struck me as being a dickhead for no apparent reason. other than the fact he was a dickhead.

Ok. I'll grant you that a long, drawn out fight might not be the best route (I just thought that at least then, we could get more story out of him via any number of cartoon/comic combat tropes, such as the old "philosophical fisticuffs"). I'll even agree that Azula helped flesh out the character (a character can be fleshed out via what OTHERS say about him/her).

However, this still raises two sore spots for your truly:

1. Azula is still a unique enough character that her motivations do not overlap with those of Ozai. For all her power and scheming, all she was looking for was her father's love. Ozai? What was he looking for? To rule the world? Okay....why? For destiny? To avenge Sozen's humiliation? To have an excuse to wear that funky phoenix hat? Which leads me to....

2. Okay, fine. Maybe all Ozai ever was, was just one dick in a long, proud tradition of dicks. Maybe he just wanted rule the world because his evil overlord checklist had that right below "steal 40 cakes". If it worked for Cobra Commander, why not the Fire Lord?

But that's the thing. Look at the build up to this guy. We are basically told for several seasons that he is essentially malevolence made flesh, a force so evil, and so cunning that Satan shits his under roos thinking about him. We are given a series where virtually, single, friggin character has a few lines explaining their motivations, dreams, and so on. In comparison to most every other main character, Ozai seems criminally under developed. Maybe he is just a Silver Age of comics style villain (he's evil because he feels like it). But if that is the case, it seems like alot of effort went in for nothing.....

(Just an FYI, I was personally hoping that Azula would be the big bad at the end of the series, simply because her motivations and her psyche were so developed and down right interesting to watch. Or Sokka. Now THAT would a third act twist!)

Pretty much every cookie cutout villain in ANY of the recent games you care to name. The last time I saw a villain that had some depth was Dagoth UR. from Morrowind. You could actually sit with him and have a chat. He even said that he did not want to fight you. More importantly, NONE of his answers were "I KILL THE WORLD BECAUSE YOU MUST ALL PAY! MUAHAHAHAHA!!111!ooneone". This is what I miss, you know. A villain that is so well characterized that makes you wonder if he is even your enemy. The final boss in Assassin's Creed (Al Mualim? I don't fucking remember ok?) is also a good example. I began to doubt myself when we had our final chat in the game. Anyways, I began ranting all of a sudden :S

An example of a "not well fleshed out villain" (a cardboard cutout in other words) would be the... um... bad guy from Fable 2 (missed his name, never played the game you see, I just read the plot synopsis which led me to my conclusion).

The Galactic Empire also. I saw Darth Vader kill like 2 people (not counting pilots he killed during the battle of the death star) He killed one during interrogation, and he killed Obi Wan.
He also killed the Emperor, but he was a "bad guy" anyway.
What exactly was the Empire doing that was so bad?
It was ruled by a Sith sure, but the only atrocity I saw was the destruction of Alderaan. All other incidents can be attributed to the state of war between the rebels and their sympathizer sand the Empire
Well the empire was pretty racist against non-humans and actively hunted and killed them throughout the empire.
They might have done that in the books or other(non-movie) star wars. But in the original star wars movies, I don't remember any genocide.
Alright nerdism here but you mean apart from the relentless hunting of the Jedi? And the oppression over an entire galaxy?

The empire was evil because they ruled without any form of parliament so only they could rule, plus Palpatine instrumented a galaxy wide war so that he could achieve both this and the extinction of a set of people (the Jedi). And they would then kill anyone who disagreed with them. And they destroyed an entire planet as a sort of interrogation technique and a test.

I think a lot of the batman villains make sense, seeing as they're, to paraphrase yahtzee - Mostly mobsters in gimp suits with no superpowers except an amazingly good human resources department. Now, Bond villains....

Sephiroth, that guy just really shows up way too much and wasn't even that good a villain. So he wanted to destory the world, big deal..it's been done before by guys more badass than him!
