Carlito from Dead Rising. I always thought that a lot more could have been done with that character.

Well as far as I know Kefka had a back story, he was just a normal court mage for Emporer Gestahl but he was used in a magicite testing program and that's how he went insane, and promptly discovered the Espers and plotted his evil schemes.

Actually,there is 3 novels worth of backstory as to why the forces of Heaven and Hell want Sanctuary.

I haven't read them, but for those interessed, here follows a wall of text which surmises what I could decipher.

At first, there was no mortal realm, there was only the High Heavens and the Burning Hells, fighting over who-knows-what. The forces of the Heavens are apparently charaterised as a bunch of arrogant twats, whilst the forces of Hell are a bunch of sadistic dicks.

Eventually, Archangel Inarius, Lesser Evil Lilith and a bunch of other demons and angels grew tired of the conflict and created Sanctuary (mortal plane), along with the Worldstone, which kept it out of sight of both Heaven and Hell. Out of angel-demon crossbreeding came the Nephalem, the Ancients, who were more powerful than either angel or demon.

Conflict broke out as to what to do with them. Inarius wanted to reduce their power, and make them into his loyal devotees, whereas Lilith wanted to make them into her personel army to assault the Heavens. Inarius then altered the Worldstone, so that it reduced the Nephalem's power with each passing generation, eventually reducing the Nephalem to mere mortal men.

Nothing lasts forever, so also the secret of Sanctuary. Both the Heavens and Hells discoverd it. Though most of the Archangels prefered to see Sanctuary burned to ashes, it was decided to let it be. The Burning Hells discovered that human souls were a very effective energy source. He who controlled the souls, would likely win the war.

At first, both sides tried to gain the humans' alleagance via subtelty, by installing religions: the Cathedral of Light for the Heavens and the Triune for the Hells. the Burning Hells noticed that the religious snare was not very effective, and instead used force to subdue the humans. Eventually the Four Lesser Evils, Andariel, Lilith, Duriel and Asmodon were fed up with Sanctuary, kicked the Three Prime Evils out off Hell and focused once again on assaulting Heaven directly.

Diablo, Baäl and Mephisto went on a tour of destruction all across Sanctuary, until they were defeated and caught by the Horadrim mage clan and subsequently sealed in the Soulstones provided by Tyrael, made from shards of the Worldstone. However, ARchangel Izual betrayed the High Heavens had taught de Prime Evils how to corrupt the Soulstones and use them to their advantage. Through the Soulstones, the Prime Evils could tap on the energy of Hell, so that, even in the mortal plane of Sanctuary, they would be at their strongest.

The three Soulstones were hidden near the places were the Prime Evils were caught. Diablo's was hidden in the deepest crypt of a Horadrim Monastary, where 200 years later King Leoric founded Tristram; Mephisto's was hidden in the lowest dungeon of the Temple of Light, in the Zakarum capital of Travincal; Baäl's Soulstone was broken and could not contain him, so Tal Rasha, leader of the Horadrim, was used as a vessel instead. He was buried in a tomb, somewhere deep in the desert.

From there on, the Prime Evils worked on corrupting their environments, planning their escape and the reinstatement of their role as Lords of the Burning Hells and conquer Sanctuary to use it's inhabitant's souls as fuel for their war effort.

While we're on the subject of the Final Fantasy games, who exactly was Necron supposed to be, anyway? Doesn't he turn up literally to be the last boss of FF9, and that's all?
Necron came out of left field if you didn't remember stuff from previous FF games that dealt with the crystals. In the earlier crystal titles, they was the recurring mention of Necron if the crystals were ever destroyed. You blew the crystal up, Necron came crashing down. Not the greatest idea, but they hinted for so long they basically had to do it.

I thought Necron was simply a physical manifestation of Kuja's fear of death that arose when Kuja destroyed the crystal. Kuja's desire to end all proved to Necron that humanity desired death above all else, but when the HEROES fought him, they proved that humanity was willing to fight. Perhaps not, though.

Zeromus from FF4.

Pretty much right near the end they suddenly tell you about him and then 30 minutes later you end up fighting him with no real backstory about him. For most of the game, I thought I would be fighting Golbez...

Yay for Umbrella corp and it's insane evil scientists. Sure, they were not particularly well fleshed out with complex motives, but so what?

I agree entirely. It isn't often that someone wakes up one day and decides to be a villain - they generally believe they're doing something right or else they wouldn't do it. I enjoy it when villians actually have a plausible air to them so that I might understand their motivation. Most importantly, since the ultimate goal of most villians is the acquistion of power, why exactly do they go to such great lengths for power when they often possess staggering power as it is? Fable 2 did a pretty decent job explaining why Lucian embarked on his mad quest (to save his family, more or less the player's motivation as well). Most games seem to believe all villians are nihilllists - they seek power simply for the sake of having power. In some cases, such as System Shock, this motivation makes sense. Most of the time however it just strikes me as lazy writing.

Bowser, by far. It's not so much the fact that he always fails, which is true for all villians, but that he uses the exact same plan every time and expects different results.

This makes me think Kefka is even more like the Joker. They're both clowns and sociopaths.

I was going to say the Daleks. Despite being pretty cool characters, they are quite one-dimensional; all they want to do is kill everything that isn't one of them, which basically just makes them space-Nazi. However, on second thoughts I realised they have a well fleshed-out backstory, and the fact they are so deadly and cold (no emotions, remember) makes them more interesting. And then you have the Cult of Skaro who go against the Dalek imperative and the Emperor's Daleks who are 'insane'.

Plus they have an an awesome voice.

A) Ultimatica doesn't just com out of left field. The game is completely about one person controlling another's actions. Etna is controller by cellophane witch, cellophane witch is controlled by Ultimatica. Everything in FF8 was constructed by Ultimatica to get Squall at the fields outside the Orphanage. Why do you ask, he promised. "I'll be here... (Why ...?) I'll be 'waiting' ... here ... (For what?) I'll be waiting .. for you .. so ... if you come here ... You'll find me. I promise." (If you need a refresher: http://www.youtube.com/watch?v=N5f_VBd_17M). What is really gonna bake your noodle is when you realize Rinoa = Ultimatica.

B) Necron is the being that lives inside the crystal that if left out the world is destroyed. Not explained well at all. They needed one more cut scene to really make it all come together. When Kuja casts Ultima the crystal is broken and Necron is let loose.

C) Kefka initially wanted to control the world and would do anything to get the power. However the power corrupted him even more and he came to realize that life (even his own) was a plague needed to be eradicated. With Ultimatia she had a reason to compress time (see above). Necron also has a purpose he was try to fulfill. Kefka on the other hand lost his purpose and ultimate power with no purpose is the most dangerous thing the world could know.

to be fair Time is pretty fat and does need to slim down abit, you know for its own health, go jogging things like that.

Ultimecia was only doing it for the good of time, or something.

I always thought Gaston was a pretty nifty character, just because he is pretty much a twisted version of the archetypal Disney hero.
