That's your reason, imo. Despite you or the police not wanting to carry a firearm, other people will (legally or not) and they might be willing to turn that firearm on you. I like to think of everyone carrying firearms as 'equalizers'...

Edit: Clarity
Equalisers...
lol
Next thing ya know it'll escalate to submachine guns, or whoever kills first, none of that "point and threaten" timewasting.

On an unrelated note, I'm curious to know why revolvers have those clefts on the outside of the cylinder between the firing chambers.

If it's definitely a 9mm you want, I'd say that the Sig-Sauer P226 is best. If not, then the FN Five-Seven.

Basically, if you want a gun, of any sort, your probably best going to the Belgians.
I've shot a Sig p226 and absolutely hated it. The trigger just felt awful, much too soft and floaty with too long a pull. Not sure if it was just the one I fired being poorly maintained by the range, or if all of them are like that, but I absolutely don't want a Sig.

I haven't tried the FN Five-Seven, though I have heard good things. I don't have any of them at any local gun store, and ordering firearms online is a huge pain in the ass where I live, so I prefer not to.

I've tried quite a few glocks actually, the 17, the 20, the 22, and the 34. They're alright guns. They point well and I like their grips, but they aren't what I'm looking for. They feel too light for me, and I don't like the way they eject casings.

from the choices that you have i would choose the m9 (never shot one) over the CZ, my friend owns one and it tends to jam a lot, but maybe it is just his.

ignoring the politics of your comment, most ranges don't rent guns for insurance and cost/benefit reasons.

a range renting weapons has to spend money not only buying the weapons, but storing them when they aren't in use, cleaning them after use, and ammunition for when they are used. those prices, called "overhead," cost a good amount of money over time.

they also, if the range owner is smart, have more expensive insurance. if a weapon misfires or has some kind of catastrophic failure that injures someone, the owners of the weapon (the range/operator of the range) could be liable.

ranges that do rent weapons (The Gun Range in Las Vegas comes to mind) are generally extremely expensive because of the overhead involved in operating it.

back on topic: any CZ gun will be fine. i prefer the CZ 82 because i love Makarovs, but the 75 is probably their best because of how well it balances price and reliability.
i wouldn't buy an M9. any CZ is just as reliable at 2/3s the price.

next, you need to buy a Mosin. you can't beat a $100 rifle that fires 20 cent bullets.

out of those three, I'd take the CZ75, it's widely deployed, known for it's reliability, tons of options for modification even just addons, it has an underslung mounting rail for attatchments, everything from compensators to lights to laser sights can go on one of those badboys, from what I've heard it's a pretty easy gun to clean and maintain too.

I mean I prefer other pistols myself, in fact I would personally choose something along the lines of the H&K MK 23 as seen here http://www.impactguns.com/hk-mark-23-45acp-socom-black-mk23-723001-642230244924.aspx but that's probably a little outa your budget.
Only ever held one of those once, but in my opinion nothing has ever felt so fine in my grip...
I generally prefer rifles, but if I were to get myself a pistol, I'd save up and get myself a Heckler and Koch Mark 23.
Ammo isn't cheap though... So you're probably better off with a 9mm or a .22

Those are all three solid choices. After that, it will just come down to personal preference, what is available in your area, etc.

Personally, I'd go with the CZ75BD. Berettas are nice, but I find them a little bulky for their role. I generally prefer pistols with a shorter trigger reach, like 1911s and Glocks (I have smaller hands). My issued carry gun is a Glock 21 in .45 ACP, which is a little on the big side for my taste, but a solid performer.

If you haven't already, you might check out the Smith & Wesson M&P series. Very nice guns, good triggers, and quite accurate.

I'm a Ruger fanboy, so take my advice with a grain of salt, but I'd have to second the .22 Ruger Mark III vote. If this really is a target plinking gun for weekend trips to the range, you're wasting your money on 9mm ammo. It's a solid defensive round, but if you're just shooting at paper, it's a bit of overkill.

That said, of the handful of people I know that have owned Berettas, I've never heard a single complaint about reliability, feel, or performance.

This. I don't want to be the guy who starts the requisite guns debate, but I just don't get how owning a piece means you'll get better at handling it, versus setting yourself a decent rental schedule at the shooting range.

I really can't afford to judge anyone, though. Where I'm from, we tend to have a very "Gunz? LOLWHUT? These are for cops!" policy, which guarantees that your average Joe knows jack shit about them pew-pews and boom-booms.

If you really feel you need one for your personal protection then, jeeze, allow me to be impressed and possibly dismayed, seeing as this seems to imply your neighbourhood is very dodgy. I'm probably wrong, but hey. Sheltered Canadian white dude speaking, here.

If you're just a casual shootist, well... Have fun? I guess?

I've never used the three you're torn between but I hear the Beretta is fantastic. However I have to root for my favorite every man gun: The Glock. Its an awesome choice for your first pistol if you ask me. I've always liked how they shoot and they are some of the most reliable pistols you'll ever find for the price. Almost all of them will come well under your price limit. I'd specifically recommend a 9mm variant. I use a 19(small hands) and I get some good groupings.

I'm guessing you live in a city, because in rural Canada there is a pretty high rate of firearm ownership and a very prevalent culture surrounding the shooting sports/hunting. I would say that handguns, while not nearly as common as rifles or shotguns, are far from being considered a rare possession. Perhaps it varies from province to province, idk..

I own a Glock 17 and find it very reliable and accurate. I got it for $500 from a classified ad.

That's a pretty wide range we're looking at here.

Any specifics you'd like to share about what you hated about the SIG? That should make proper suggestions much more worthwhile.

Any reason why H&K products are absent from your list?

I should probably qualify all of this by saying I don't actually *own* any firearms (though I'm knowledgeable about them and I have plenty of experience at the range).

My personal preference is for the M1911 (sometimes you just can't beat the classics :p ), but out of the options listed, I would recommend the Beretta. Granted, it's the only one of the three I've actually fired, but it's also the most commonly used, and therefor has a wide range of aftermarket and replacement parts. It's also very comfortable to hold (it's one of those guns that had a feel in the hand you just don't forget, if you understand me), and the two I've fired both had very comfortable actions (they were a bit less pop-y than some guns I've fires).

On a side note, have you looked into the Steyr M-series? I have virtually no experience with them, but as far as looks go they can't be beat :p
