Can the phrase "so bad it's good" really apply to a game?

Depends on how exactly it's bad.

Bad acting, bad writing and bad story still exist in videogames, and some are of the so bad it's good variety.

As for design choices, bad enemy AI that makes them do really stupid things but doesn't negatively effect gameplay, weird graphical glitches which make it look like you've fused with the horse you're riding on...

As long as the bad design choices don't affect the gameplay itself, then a game can even be badly designed and be so bad it's good.

i thin the new splattrhouse game probably qualifies, but i think that was the aim of the developing team, but any game with voice acting and story could potentially be so bad that its good

I'd say so actually. You wouldn't believe the kicks people got out of Limbo Of The Lost. It turned into a competition of where was everything stolen from.

I would have to say "True Crime: Streets of LA" never before has being catapulted from one side of the city to the other by driving up stairs been so useful and fun.

I wasn't being all serious, just noting a similarity. That was the first song to pop into my head as I played it. People can come to their own conclusions on if it's "lol, infringement" or bob their head and say "heh, not bad".

For comparisons sake I'll give an example of why it doesn't work by comparing the argument to films. A film like The Room, is so bad it's good because as a film it's badly written, acted and the production values or awful. This means it can be fun to watch even it is fundamentally a bad film. On the other hand a film like the recent GI Joe film is just boring. It's technically sound and nothing in it leaps out as being exceptionally bad or good in any way. This makes the film boring to watch either as an example of a good cinema or comically bad cinema. In my view a badly made game would only be like GI Joe, a game could never survive being as badly made a game as The Room is a film because it wouldn't be fun to play through that kind of a mess of a game.

But maybe I'm wrong. I kinda hope I am because I'd like to see The Room of video games. So if you know of one suggest one, or if you can think of a reason why I'm wrong and why a game can be enjoyed for flaws on a fundamental level as a game can still be fun I'm all ears.
yes just cause 2 is a good example of this the voice acting is so poor in that game that its is outright hilarious and and it kept me playing

I can't speak about Bulletstorm, but Gears is nowhere close to being glitchy. Maybe your 360 is on the fritz, or maybe you're the one who's "so fucking stupid" instead of Epic and you tried to run the game in a toaster or something. I don't know. But I do know that you have not accurately described the game here at all.
I've played both and none of them are that glitchy. The only probelm is that if you run over a object you might get stuck running on top of it. That's the only real Problem
