Honest? Or Emo. But clearly because of everything happening in your own sad life, you cannot feel at least sorry/sad about someone else getting killed pointlessly. Good one!
lolwut? How is that Emo? Oh, someone that I know is dead! Oh, someone that I know has cancer! And I feel bad, yur a su-pid emo! But I don't really feel anything because someone I don't know a world away died, YOU MONSTER!
Lol whatever bro. I've had heaps of people I was close to die/top themselves, and at least two people having cancer who are close to me. I understand feeling bad. But going 'OH I DNT CARE BOUT THIS KID AN SHIT CUZ I GOTZ STUFFS TO DEAL WITH AT HOME THAT MAKES ME WAAAH MOAR' Is weak, unmanly, and yes, Emo.

Are you missing something there? Or is it hard for you to give a shit about something that doesn't effect you? If that's the case, then you're an extremly selfish emo.
Imagine you've just lost a dog. This dog has been with you every day of your life. This dog has slept in your room, defended you when you've been in need, been part of your life.

Now imagine this dog died, you feel like shit right? That's because of all the time you spent with it building attachments.

Now imagine the dog isn't yours and you don't know the person. You've been told their dog is dead as of a week ago. Do you really feel anything more than "oh, that's a shame" before getting on with your life? Its neither weak, unmanly or emo to have priorities about what you're sad about.

As others have mentioned, it's not some isolated phenomenon.
It happened in the U.S. and was was discussed in a MALCOM GLADWELL BOOK YOU GUYS.
It's the reason that when someone has a heart attack or medical emergency, you don't shout "call an ambulance!" you point at someone and say "you, in the blue dress, call an ambulance".

I think it's sad, but the fact is that social pressures and mob mentality are dangerous. You think "Oh wow look at that! Someone is sure to help though, I can go about my day". And then everyone thinks that and someone's dead.

Yes, it's tragic, but this is how people are. It's called something-or-other, and basically the more people there are around the less likely someone in the girl's situation is to get help.
EDIT:

Its called the Genoveese Syndrome or the Bystander Effect.
I've also heard it called a "diffusion of responsibility". Everyone wishes and thinks someone else can deal with this and so they ignore it so that the next person can deal with it. Everyone does this, so no one actually helps out.

You seriously trying to compare a Dogs life to a two year old who was run over by two cars and no one went to help her? Seriously?

GTFO.

Heh, If you want to get into a problems pissing match go somewhere else. My point is that we all have problems close to home. If anyone would have called you "emo" and insulted you when you were worrying about friends with cancer or such you would have been a damn site angry about it, No? Then someone dies tragically a world away, I know its bad, but you don't really feel anything because you never met this person, never spent any time with them. As humans we are all foremost concerned with ourselves, and anyone who claims different is a bloody liar.
It's not a pissing match, my point is is that I've got shit going on too. But I can still feel sad/mad about what has happened here, and not go 'OH WELL ITS NOT MAH PROBLEM, I GOTS DA PROBLEMS AT MAH HOUSE AND IMMA TOOO SAAAAD.'
And if your point is 'We all have problems close to home' Then that's what I was trying to point out, and that you sir, need to man up and start having a damn heart. Because it's not hard to not be a douchebag over something like this.

Pretty simple, amirite? We both have probems at home. Yet I'm still Human enough to think that this is sad as hell, and disgusting. Where as you.. Well, I guess you're just too selfish. So back to your corner to cry and write some poetry about how you don't care about the world.

What, its impossible to gain a bond like that with a dog too now? People view their pets quite literally like their children sometimes.

Besides, with a bit of word shuffling (defending replaced with comforted, etc) it works just as well. I was only trying to help you see his point of view, it wasn't meant to be taken literally.

But of course, with that final GTFO i'm going to assume you're a troll and add you to my ignore list. Bye bye :)

The greater the population density in an area the less individual worth a person has in the eyes of others.

It's a terrible and disgusting thing that happened but I really wish people would stop all the emo "OH NOES HUMANITY R HORRIBLES" bullshit. Stop beating a dead horse and come up with a new opinion for fucks sake.

I believe people are simply scared to interfere because of the possible backlash. I've never encountered a situation even close to this in reality...but I don't think I would have helped.

Aside from fearing the potential backlash on myself, I wouldn't want to disturb someone at a scene of an accident because for all I know I'm making their ability to survive this worse. I'd instead find someone with a cell phone or go to the nearest business and have them call for help.

I should note that I did not watch the video as I can't stomach to watch that sort of thing when I know it's real.

Fun fact, in China, if you help a person in an accident, you become responsible for their well being and medical expenses.

Also, if that person dies, you can be sued.
Fun fact: it's almost exactly the same in most of America. You won't be required to pay their medical expenses, but you essentially take on the burden of their wellbeing, and if they are injured or die you may be sued.

It's that way in a lot of places, so, again, stop blaming China.

EDIT: This response was wrong and a knee-jerk reaction to others' blaming China. The poster wasn't blaming China, but merely pointing out a reason why many might not want to help.
This is false , in America you are required to help any person in any kind of danger. Be it call the police or run up and help them , it's called the good samaritan law . Also there is a section of the law stating that in the case that when you tried to help and worsen the situation you cannot be held accountable.

Lol, witty. And no, you can't gain a bond like that with a dog. If you view your pet like your children, then you're fucking mental and missing some screws. It's that simple. Pets. Are not. People.

It seems we are at an impasse. I will say your point has merit, but you need to spend more time trying to arguing it and less time openly insulting you opponent, it is unbecoming of people trying to have an intellectual conversation. Also, contrary to what you imply, I am not some unfeeling monster that cringes in a corner and write poetry. It is terrible that this happened and someone should have stepped in to save that girl, but I am not going to shed weepy fake tears or spout off on some idiot "I DON"T WANNA LIVE ON DIS PLANET ANYMOR!" crap. And with that I say good night y'all.
Saying you don't give a shit about what happened in that video because you've got people near you who are sick isn't an 'intellectual'. It's you being a douchebag.

And how do you know people who cried over this made fake tears? Could it be that people actually *gasp* care that much about watching a two year old get hit by two cars, then people ignoring her? Do you think that isn't the least bit possible?

If people saw this, and lost faith in the Human race as a whole, how is that idiotic? This is disgusting, and in all honesty, it is a dissapointment in the human race that we can ignore shit like this.
