No it isn't. In the unofficial user written guide it even says that "On these forums, it is unspoken law that Thread Necroing > Repeat Threads"(found here)...

You are true it isn't against the rules..down below is what I ment (I relized I was wrong so I decided to look over the rule again...)

Thread Necro is when there is a really old thread that is inactive gets revived. This thread is a year old.
