Until we know *why* Mass Effect was exclusive to the Xbox and PC, none of us know anything about the situation.
I'm not saying we can know precisely why ME didn't come to the PS3, and thus make any assumptions on what will happen with ME 2.
But I can say with absolute certainty that MS does have no rights on the Mass Effect franchise and thus didn't license it to Bioware, but the other way round:

Please also keep in mind that Bioware never was a subsidiary of Microsoft, they only licensed it to MS to PUBLISH the game on the 360.
Now compare that to the copyright license of Quantum of Solace, the current James Bond game:

This is what it reads like when an IP is licensed to a second party.
Now back to possible reasons why Mass Effect was released for 360 and PC only. You can rule out copyright reasons, as you can see above.
So, let's wrap things up: I agree, we can't say whether or not ME 2 will come for the PS3, if there will be a simulatenous release for 360 and PC and so on. I merely wanted to point out why copyrights are not the reason. And that's one thing we CAN say with absolute certainty.
