Doctor Who is the archetypal family TV show, something that has elements designed to appeal to all ages, whilst being primarily aimed at children. It was originally conceived as an educational show in the early sixties and has been massively influential on TV in general and Sci-Fi in particular. Continuing TV sf falls into one of two tropes, those influenced by Who and those influenced by Star Trek.
DW is, above all, a massively flexible setup, and an episode can be anything from hard SF to knockabout farce to period drama. Sometimes, indeed most of the time, it falls short of what it can be, but its fans stick with it because of its massive potential. Historically it was given a very poor budget, so if you've seen any of the old episodes some of them can be downright embarrassing to watch. It works best when it constrains itself a little, and writes around what can be done rather than trying to film what can be written.
Something that can be anything, and anywhere, is both its greatest downfall as well as its greatest strength. Star Trek used to build very expensive sets and reuse them over and over until their expense was spread so thin as to be insignificant. Who reinvents almost everything every week. That's hard work to keep up to the quality of, both in terms of budget and invention.
What is so great about it from a parent and teachers point of view is it is an action adventure series that concentrates on a hero that advocates intelligence, learning, knowledge, cunning diplomacy, science and a sense of wonder over violence.
Who is wonderful and uplifting and spiritual in a secular world and if you have missed out on it, particularly as a child, I feel nothing but sorrow for you.
