So the response to that is to isolate them? When most people break the rules, they get a detention or have to do community service. I mean, I'm sure using weed once or twice wouldn't affect things too much, but the constant potheads have chosen their path, and they need to deal with the consequences.
What students do in/during school definitely is the school's business, but what goes on outside of it is most certainly not (unless it's negatively affecting someone at school in a serious way).
