Where does that happen? Most States I know having dope is not even an arrestable offense as long as it is a reasonable amount for personal use.

I'm pretty sure it's illegal in Oklahoma, too...

(Also landlocked. (But has more coastline than the east coast.))

That one actually sounds a lot like the laws of Kashrut, you know, not being able to eat meat and dairy together. The way it was originally worded was "don't fry a kid (as in, a goat) in its mother's milk". that could be the rationale behind this.

I know there is one town somewhere where it's illegal not to smile. It was started after a particularly bad winter. Not that anyone enforces it though.

Most of these 'laws' have to have some sort of 'precidence' in court that made them make it illegal... Now the question is, can we get the 'court records' of the actual cases that made them make the things 'illegal'? CAuse they could potentialy be fucking funny! You know, assuming 'they' kept court records like they do today.
