Playing as Lucio mostly means running around in heal mode and hitting 'E' every now and again, popping your ult when the shit hits the fan (well, preferably when shit is about to hit the fan).

That would make him an out of bounds monster.d.) remove or lessen the cool down of alt fire. If it takes ammo, the redundancy of the time limitation is needless. I get the fear that he'd become a out of bounds monster, but that's a very map and situational specific thing.
Yeah, it's map specific but on those specific maps he would be disgusting. He can already get easy kills on those maps.

As someone who plays a lot of tanks, man, I wish I had two people following me.You have at least two members of the team who will just follow you. You're effectively halving the effectiveness of the team because us supports or Offensives are following you, awaiting for you to do your role.
The amount of times I've been Reinhardt, put up my shield in response to incoming fire then watched my team run through the shield to be gunned down... you don't even know.
Being a tank often consists of watching your squishies commit hilarious but frustrating acts of suicide all around you then having to hold the line 3v1. Then dying alone and screeching, "Where is everyone?!"
