Actually, the "little girl" is like 15 - the art style makes her seem younger than she actually is. Possibly in a reaction to older anime styles that tend to make girls look older than they actually are.
And yes, weird is one way to put it. It is a literary deconstruction of the Magical Girl genre. I love me some deconstructionist literature, and I love me some Magical Girl genre, so for me it's like the best of both worlds. One of the best animes since Revolutionary Girl Utena (a literary deconstruction of fairy tales).
Actually, some time this year, I'm planning to test a few new systems. I've got this wacky idea to do a crime sandbox tabletop game inspired by Saints Row. I just haven't found any players interested in trying it out yet. I've picked out two tabletop gaming systems that might work, but I haven't looked them over in detail because of the aforementioned lack of players to make it worthwhile.
