Vault 34 with a cowboy repeater oughta be fun.... :p
God, I hate that vault. I only went through it once in my three playthroughs. Ghouls freak me out. That vault is my nemesis.
My problem with that Vault is that my framerate always takes a dive every time I enter it. Otherwise, I'm okay with it.

Screw all the guns in every fallout game ever....except the Anti-materiel rifle. That is the best gun ever.

Well, if you don't mind some bad karma, if you manage to take down the NCR awesome sniper team one has a special scoped cowboy repeater (La Lounge Carbine it's called) that's is pretty kickass

I'd say hunting rifle and scope, cheap, easy to find/maintain, good ammo, upgradeable and powerful. For close range, a cowboy repeater. Very good stopping power and speed.

I will asume you have the Honest Hearts DLC here. If you follow the quest line to kill the White Legs, you'll tag along with the burned man when you get to 'The Three Mary's' when you reach that point find the dock on the riverbank and search the closest elevated position. There you'll find a weapon in a Duffle bag called Survivalists Rifle, (a slightly reskinned Service Rifle) with the Grunt perk it'll deal 64 damage with each shot.

You're sneaking options are very limited though a Sniper Rifle is probably your best shot, I prefer the Hunting rifle with the scope for that. Other snipers might be better, but that thing has more feeling to it.

Anti-material rifle has never done me wrong, comes with three flavors of ammo a sneak shot will take out anything. One shot, one kill. Though, you're going to technically need about five more points of guns and eight strength (weapon handling perk).

At that skill level you may be able to do Vault 34. It's southwest of Vegas, and highly radioactive. Basically, the vault's gimmick is guns for everyone, so if you make it to the armory you will basically be set for the rest of your playthrough.
This. Only yesterday I ventured into Vault 34 for the first time (because I heard of the Armoury). Believe me when I say this: It is definitely worth it, no matter what weapons you use! Honestly, I had to make my companions carry all the guns and ammo because I was so over encumbered. It ain't easy getting there though, I used a radiation suit, countless Radaway and Rad-X, and I still just barely came out alive (granted I was in there for quite a while but the Vault does have a lot to offer). I was at about level 18-20 when I went through this Vault.

Other than the vault, Gun Runners next to the outer walls of Freeside, they sell fantastic weapons and mods so long as you are a high enough level. I think they are the best gun store in the game.

My character is currently level 25 and these are my weapons:

1. Laser Rifle (w/ mods for a scope, and a damage increase).
2. A unique Marksman Carbine (which I found in Vault 34).
3. Riot Shotgun (this is a fantastic weapon if you like shotguns).
4. Anti Materiel Rifle (takes down Deathclaws in one hit w/ Armour piercing rounds (with 100 gun skill)).
5. Grenade Machine Gun (I don't use this as much, but I have it for groups of enemies mostly).

Out of all those guns I would definitely two of those weapons. The Marksman Carbine, and the Riot Shotgun. Both very powerful and fun to use weapons. I would recommend the Anti Materiel Rifle as well, but ammunition is really expensive, and weighs a ton, also the gun is hard to repair without the Jury Rigging perk.

So uncivilized, sneaking around and murdering people unnoticed to complete your objectives. You should be like me and always try reasoning with your enemies so you can come to a peaceful solution... and melt their face with a plasma rifle if they look at you funny :D

Dear god, Ratslayer.

It bascailly, THAT gun. I killed more people with that gun then I ever did with any thing else. I also used a 9mm for short range.

Sniper Rifle with Silencer Mod. Problem? You aint got one, ever.
Problems solved before they notice you're there. I've personally taken down Cazadores LONG before I should have been able to with these.

OP: Look here [http://fallout.wikia.com/wiki/Fallout:_New_Vegas_weapons#Guns] and sort by whatever stat you wish. Then go find the Gun you want.

And I do so love A Light Shining In The Darkness. I prefer pistols over rifles, though.
Best suggestion anyone is going to give you. As for yourself, OP, the sniper's rifle is nice but there are some targets it's lousy against. Deathclaws in a pack for instance, or a swarm of cazadores. Both are virtually impossible to sneak up on as well. Be sure you keep a secondary weapon handy. If you have the DLC, head on over to Zion from Honest Hearts and pick up the survivalist rifle. 10 shot magazine all full of thunder.

If you have 75 lock pick, you can get the special .357 pistol "Lucky" from the town with the roller coaster, thats what i used alot for the abundance of ammo.

I think I'm about level 12 and I recently just bought a sniper rifle for a few hundred caps at the gun runners (I think) but it was fine because I had just turned in some snow globes. I also try to sneak and get headshots and I find that the sniper rifle works well but then use an assault carbine which I picked up in the Boomer's base's generator room when things get hairy. For even hairier moments I use a grenade launcher.

I haven't found a silencer for the sniper rifle so I think that might only be available at a later time in the game but I can always use a silenced pistol if I have to.

I'm sorry, but I think what you meant to say was "the Bozar." Y'know... the Anti-Materiel Rifle's big brother.

Fully automatic futuristic version of the Barrett M82A1 .50BMG Anti-Materiel Rifle. In a single 15-round burst from the Bozar, you can reduce pretty much every enemy that the game can throw at you, sometimes multiple of them, to a fine red mist. It's even capable of one-shotting the game's end boss.

Distance Interdiction: Gobi Campaign rifle or Anti-Materiel.

Defending a High Point: La Longue Carabine or This Machine.

Close-up Splattering: Riot Shotgun or Automatic Rifle.

All of the Above: All-American.

My current playthrough(low CHR + END, maxed INT+ AGL, Hard and Hardcore, natch) I saved the money to buy the Riot Shotgun. Then I obliterated Vault 34 to get the All-American. Then I went to Zion to get the Survivalist Rifle (used Tommygun just because I left the shotty at home). I have yet to need to use a single different gun.
