You and me both, I've given up on trying to make a customized male Shepard, I just go with the default.
You'd think it'd be easier to make a normal looking human being... but noooooooo, there has to be one tiny detail that makes the whole damn face look like ass.
Also the options for eyes suck on males.

Also, I liked Morrowinds character creation. Sure it wasn't very good, but hell, having a square headed lizard warrior is worth any amount of bad graphical quality.

Champions Online was pretty good too. I couldn't really create all the costumes that I had in mind, but there were enough options to really make the costume fit the powers you were going with. Looking back on it, the character creator was probably the most fun part of that game ^^

Mass Effect? You can change the angle by click and dragging on the face. It will (awkwardly, but still) move the face from side to side and up and down.

I didn't much like Fable's character customisation... eveything seemed to make my guy look like a douche!

Well Morrowind was better than Oblivion in terms of creating your characters stats. Mostly because it actually mattered what you chose, compared to Oblivion where you could create a mage character and still be able to run around with armour and swords and kill things. However, Oblivion did have better molding when it came to creating your face, however, Morrowind on the other hand had facial features that couldn't really be done like facial hair, horns and tiger Khajiit.

Not sure if it's the best I've ever used but the Character Creation in Rock Band 2/3 is extremely fun to play with. It definitely has its flaws, but in Rock Band 3 I made a dude who looked identical to me in real life. Quite pleasing.

Probably the actual best I've played with is the Sims 2. Haven't played The Sims 3 but I imagine it's even better. Granted, making people is kinda a big chunk of the gameplay so I'd say it better be good.

Worse...I'll probably agree with the Fable 2 sentiment. Just could not get my character to not look hideous no matter what I did. So I just made the ugliest fuck possible and ran around naked. That was actually rather entertaining.

I would have to agree with this. It reminds me of my THPS4 "everyone needs mohawks" character creation binge

I would have to say City of Heroes. It gave you so many frickin' options, and then as the game progressed, let you make FOUR MORE COSTUMES. And it didn't make you look like a freaky plastic doll like in Champions Online. Also, the characters actually ran normally.

I liked Soul Caliber III's system... except for the money grind for unlockables. I also like City of Heroes' system, despite the graphical limitations that come with being an MMO.

...there are a lot of games tied for 'worst' in my head, though.

Anything that give you a crazy load of hairstyles, I don't care how defined my character's jawline is, I want more hairstyles! Lookin' at you Mass Effect 2

Saints Row 2 wins without a doubt

My favorite has to be Pen+Paper (Or Play-by-Post) Dungeons and Dragons 3.5. Too many details and options to count, and appearance is either irrelevent, or as awesome as you can draw/envision/describe it.

Worst... has to be... Ah, who'm I kidding. There are too many that don't let me play as a Dwarf, Robot, or Furry of some sort to give any a distinct "Worst" place.

OT: Though, in truth, if Fable: The Lost Chapters had included a character creation aspect like the one in Dragon Age I'd be so psyched. Because combined with the stat growth changes (stubble and chest hair, extra height, will lines, etc) and hair cuts and actually good tattoos (unlike dragon age where they all looked iffy and you couldn't change them) it would have been awesome.

I dunno, give me 3-5 decent hair styles (like 'just got out of the army and I'm starting to grow it spiky' short hair, 'Aragorn' hair, Head-stubble) and I'm happy, but if my character has a good jaw line I'm sold (I'm a sucker for nice eyes and a strong jaw line (not square, just strong) what can I say, some people like boobs or long legs, I like strong and defined facial features).

I'm not sure about best; maybe Fallout: New Vegas.

But the worst is any Bioware game.

They make solid games, but their character creators suck. It seems that every Bioware game I play, the character creator places my character in a darkened room. So I make his skin lighter, and his eyes match the shadows without noticing it. When he comes out of the cave and into the game, my character is usually a pale, droopy-eyed freak.

It's a huge problem for me. It stopped me playing my Dragon Age: Origins walkthrough because my character looked like a repeat sex offender. I haven't been able to start Mass Effect because each time I start in the ship, my character looks like Brian Peppers' ugly brother.

And speaking of Mass Effect, why can't I take default Sheppard and customize his looks a little bit?

Favorite? Pen and paper, GURPs. Your character's created from the ground up and he/she can be whatever concept you can think of that fits in the setting that you're playing in.

Least? Gonna have to agree with the OP on this one. I wanted to make someone who used a lightsaber in SC4, but was disappointed when it wouldn't let me.

Yeah, I love the Mass Effect games, but its creation system is shit. You cannot make anything that looks even close as good as the default male face due to it possessing its very own texture, therefore not being made with the same system at all.

Lack of options is the biggest problem. That and how you can't see your Shepard in the right light/from the right angle until you start the game.

And I dunno why you can't import a Shepard and not be able to change his face a bit w/out starting from scratch. BioWare...for the love of all that's holy, fix this for ME3!
