well, bast, goddess of cats springs to mind first.

then there is the lady from the discworld series.

or...no, i think i'll go for Hanyū from higurashi.
simply because i like the series and the severe limitations on her powers. she seemed like the most helpless goddess in creation half the time, just taking the sidelines and apolagising for every bad thing that happened
