I imagine that instincts and basic animalistic urges would heighten as well, leading to territorial wars and a loss of organized society without some construct of alpha males ruling over prides or packs. Could also lead to a loss of ingenuity, which is tied to but not exclusive to intelligence. Also not all animasl follow the same social patterns. Meerkats have a rather socialist group structure. Wolves tend to live alone and sometimes group in packs for a time. Most human behaviour is due to society and upbrining. Humans have the potential for language, doesn't mean we will learn it though.
The idea of human-animal hybrids has been floating around for a while now (Focus did a article on this about a year ago at least) and there are some cases of people acting on these theories (key gorrila penis replacements for men)

Actually that's a good question, what animal parts would we grow? And why would I want a gorilla penis?
Well that's beside the point, what's important is that we human animals appear to be more in control of our animal urges and in some ways are, but not entirely. Introduction of a syrum that can potentially offset ingenuity for intelligence would weaken our control over those urges and it'd bee soon that we'd be unable to be civil about matters.
Presidential debates would be more interesting though.
