Sort of, only this one should have 3D graphics, a larger character selection, a free play aspect in that you can visit several time frames and planets. Also, it should be puzzle gameplay and not a zappy-killfest. Give tools from the series all the way back to the 1960's incarnation and reference several villains/friends/and objects. Even have a complex and irrational Tardis control that is hard to master.
now that you say it like that I really want a Doctor Who game too...

Holy snap, crackle, pop! The graphics look dodgy, PS2 quality, but I have little problem with that. I happen to like PS2 graphics. That looks pretty cool. I wish they were on Xbox or playstaion for purchase in stores though... and I really want a character select that would allow you to play through every doctor, including and not limited to Tom Baker, David Hartnell, and the other incarnations.

Obsidian needs to make a game using the Planescape setting and the Fallout 3 engine.

Deus Ex should become a free-roam RPG like Crackdown.

Tough zombies, you wouldn't be able to take more than 2 on your own. Guns are few and far between.

You'd have to work with teammates who have also gained XP which is used to increase skills such as driving, strength, luck etc.

An enormous city island with about 50 escape points; if you get to one of these then you win and have escaped, however, there are usually only about 4 in use per game, these are chosen at random, and you would only know which ones are working once you've gotten to them.
both of these would be so awesome
a zombie game with slow zombies but lots of them, and you have to have a survival plan and buddies to help you and stuff would be awesome
Also a battlefield type game where somebody is controlling units and you are in the unit so there are a few people playing as an rts and 250 people (yes, massive teams) play it as an fps would be sweet. kinda like MAG but better.

I may already have said this many times before but...

A Halo game centered around the Elites, main player character is the Arbiter and there are other elites as well, you take control of various perspectives of various elites during the history of the Covenant, and the rise and fall of it.

I'd call it:
"Halo: Sangheili Chronicles."

I know it'll never be made but hey, couldn't hurt to wish.

Imagine this: you start a game as one man. No resources besides his job, maybe some income his dead uncle left him, and an ambition.

This man's ultimate goal is to rule the world. And he must do so by any means the player wants. If he currently starts in a system that he dislikes, he can either try starting a revolutionary group, or else try gaining ranks in the system and eventually running the place... into the ground.

He would then take his country or lack thereof and repeat for different countries. His past actions would reflect on how easy it would allow him to do in the next country- if he has a history of sabotaging dictatorships, he's most likely to be viewed at least as an enemy to be watched on in a neighboring dictatorship and is unlikely to make much political headway. Conversely, destroying a dictatorship would put him in high standards for democracies.

Near the end, you could go control a dozen countries through favor with dictators, then flip the government's role entirely to get favor with the remaining democracies around the world, and once you have a position of power in them, lead a private coupe with some brainwashed forces left over from your dictatorship to take over and dominate the planet.

By the very end, you could openly switch between democratic and dictatorial roles, purely to watch people scurry around, and they would be powerless to stop you because you'd have control of the military force needed to easily stage a coupe on any weak government structure built up anywhere.

That, I think, would be a pretty cool game, although that's only a rough sketch I'm imagining.
