Not really, they would simply just have to extend the leveling curve (Make stats go into the thousands instead of hundreds) make athletics level only when you actually move (So no running against a building in town for years on end) add in the enemies from morrowind, daggerfall, arena, battlespire, redguard, and eye of argonia (Ann unreleased game) as well as drawn in a few more of their lore creatures, make a much larger and CPU friendly landmass, bring back teleportation services and remove quick travel, make cities safe zones for players (Or simply make guards stronger) make a "You did the most % damage to said creature, you loot it!" system, bring back all the items and armor they had before in morrowind and daggerfall, allow players a "Logically explained" respawn on death and make looting limited to level and value (IE a level 1, the only loot you would see is a loaf of bread, while killing a level 1000 player would let you take his tasty daedric Tanto) add in a penalty for player killing (To prevent level 1000s from just going on a rampage without consequence) and boom, it's an MMO with Oblivion style gameplay, while taking ideas from a still we played MMO "Ultima Online"
