Saemon Havarian. Swashbuckling Pirate/Wizard.

Each time you deal with the guy, he betrays you and runs off with a Dimensional Portal. Never get a chance to kill him in the entirety of Baldur's Gate 2 and The Throne of Bhall expansion. He always seems genuinely sorry that he betrays you but it doesn't stop you from wanting to throttle him.

Squall Leonhart (or as I've taken him to calling him, "Emo McJagoff") from Final Fantasy VIII. Reasons? Here they are:

-Unlikeable jerk.
-Mumbling and ellises are his only communication options.
-Dresses/looks/acts emo.
-Complete dim shithead when it comes to those of the fairer sex coming on to him (Rinoa and Quistis (she's an 18-year-old teacher who whips things, I have to go to Tijuana and pay to get that kind of attention!)).
-Stupidest weapon ever (I get the idea, "Big Gun + Big Sword = Awesome", but if you tried swining a longsword with a pistol grip, all you'd do is break your wrist).

It doesn't help that FF8 has a truly terrible story involving a time loop and that the plan to undo it and the resoultion is so stupid it hurts to think about it.

He tries to kill you multiple times, whines when he's told to apologize, and then when he tries to lightsaber your ass he begs for his life.

Most of the supporting cast from Halo 3: ODST, but particularly the woman. She was unbelievably obnoxious and the fact that I couldn't even harm my frankly useless comrades made the rage all the more potent.

Oh, yeah. I liked the ones voiced by Firefly actors. But every time I go through the last mission, in the room where there are all those sleeping drones on the ceiling, and the AI allies specifically tell you not to make noise, she ALWAYS pulls out a frag grenade. I then die still trying to beat Dare to death. Violence against women isn't cool at all, I know, but sometimes it is justified when it is against suicidal AI characters that you can't actually harm anyways.

Penelo and Vaan need to go die in a ditch. Useless concessions to the insular and neurotic japanese games industry. I still think that FFXII is the best Final Fantasy ever made though.

The Arbiter from Halo 2 and 3. He looks so cool, but he is just so lame. I think it's because in Halo 2 they make him out to be some kind of badass but in Halo 3 he is just MAster Chief's partner who says lame things at lame times.

Yukari from Persona 3. Starts off as a bit of a flirt then morphs into an 'Oh woe is me' character and starts some kind of weird lez like relation with Mitsuru twards the end of the game. Look honey I know your dad died but everyone else in Persona 3 has a problem similar to that if not worse. Quit whining about how bad you have when you realize one of your friends lost both of his parants and talks to an imaginary friend at night!

the people in TF2 on my team who cant understand that I have an exit, dispenser, and lvl 3 sentry in thier intel room and that they should get they're pyro/medic/engineer asses in there so we can fortify it.
