While blaming gaming is unfair, I can't really blame "leaving a gun around" either, considering he put it down to get undressed. I don't think you'd really expect your kid to snatch it in that two minute time frame and shoot you with it

If the father had utilised proper gun control, then the child would have never gotten his hands on the thing.

I'm not sure what the gun control standards are in Saudi Arabia, but I can't really say it seems extraordinarily reckless (that is, any more reckless than the average human being). He could very easily have planned to put the gun in a safe
after he changed, or w/e. Honestly, there are probably going to be moments when you leave a gun around for a few minutes, like if you're cleaning it and need to go to the bathroom. People get lazy, and one can't reasonably expect a kid to pull the gun on his own father. It seems to me that rather than one person getting blame for this incident, it's more of a tragic misjudgment of a four year old's ability and willingness to shoot someone.
