Actually the only reason there are increased health risks is because recessive genetic diseases are more likely to appear in children resulting from incestuous relationships (Basically not likely still, unless your family are carriers of a rare disease). So really there aren't that many health risks with incest (but there definitely are with a 72 year old).
Isn't the whole point of a surrogate mother that Grandma Pearl ISN'T CARRYING THE BABY? Ergo, there will be no health issues with either carrying the baby or giving birth.

Even though the egg isn't hers, a placenta will still join the baby to her, this can cause stem cells within the childs body to adopt genes similar to her own this could then spread thoughout the body of the child, or be forced out if it isn't forced out then effects similar to normal incest could appear.

Also, the ONLY genetic connection anywhere is from Phil (the grandson/father.) Pearl will not be donating any genetics to the egg, carrying the egg, or otherwise contaminating the baby until it's born. By which time it's too late to mess up it's DNA.
That's certainly not the definition of surrogate mother as Britain understands it, i've no idea what surrogate mother can be applied to in other countries however, i assumed it would be the same everywhere. Where i am that would make Roxanne a [normal] mother under indetured adoption inforcement to Phil and Pearl, not a surrogate mother.
Wouldn't the kid be the dads uncle then? This is just weird, creepy and gross. And even though they love each other, I don't think it's right for them to be the parents. They have the right, but it doesn't seem right to me.

if you READ my POST you will realise i was AWARE of that. in fact you will see that i HAD READ THE POST, you hypocrit. read my post again, it still counts a the mother even if she doesn't carry it.

There is something very, very wrong with those people. Surely this is illegal... right? Surrogate mother aside, of course.
They should not be allowed to have a child together. Even with a surrogate, there seems to be a very real possibility of severe disabilities. Not only that, but what about when the child goes to school? "My dad is my nephew and my mother's his grandma?" My God, the kid will never be able to live a normal life. And then there's the factor of his mother being likely to die before s/he is out of high school.
