That's kind of what I'm saying. That valve released Portal saying 'And this is what Aperture is like good luck with that when you get to the Borealis lol!' Then Portal took off and they thought they would put their resrouces into a sequel rather than make HL EP3.

That's actually a valid theory. Part of the reason Portal was so heavily tied to the Half-Life canon is because the whole concept was experimental. They had no idea how it'd be received so they decided to ease the introduction by linking it to one of their franchises.
When Portal, as you put it, "took off", they knew they had to do a sequel. However, they were sort of roped into having to once again tie it into the Half-Life universe. Though those ties were extraordinarily loose in Portal 2 to the point of almost non-existence. Still, I don't see Portal taking the place of a true Half-Life sequel. A side franchise, yes, but not a replacement. After all, Gabe Newell has said numerous times that they've often wanted to explore other parts of the Half-Life universe outside of Gordons tale. Portal seems to be their first foray into that concept.
I think there's another reason for the delay. Virtually every game Valve releases is not only a confined titled, but also an experiment of sorts. Whether it be showcasing a new game-play mechanic, new engine tech, story telling method, or new service idea. This is why their games are so often viewed as revolutionary or inventive. All of the titles released since Half-Life 2 and Episode 2 have been showcases for some new idea. Portal, Team Fortress, and Left 4 Dead. All brought something new to the table. I think the same thing is planned with Half-Life 3. (and lets face it, it's not likely to be Episode 3 as they've admitted to abandoning the episodic structure in favor of "Games as a service")
But, I don't think it's just going to be some new game-play mechanic. (something Newell promised would be something we've never seen before. not sure I believe him, but one can hope) I also believe that Half-Life 3 will be a showcase for a new engine. Source 2, if you will. As much as Source has impressed over the years and as much improvement Valve has made to it so far, I don't see it lasting too much longer without a severe overhaul. As such, if Valve were to bring out a new engine, the game series they'd want to showcase it with would almost undoubtedly be Half-Life.
This is, of course, all conjecture. So I could easily be
way off the mark. Still, I wouldn't say it's far-fetched, so who knows? In any case, all of this new "evidence" that's come to light lately has me excited. Whether it's fake or not.
