What this guy said. Unless you're at a business meeting or something like that, you have no reason not to. If someone takes offense to you getting an itch, then they're definitely way too stuck up and you probably should just avoid them.Grouchy Imp said:

I own no such thing as trousers without pockets, so stuff that rule.
Anyway, I'm Scottish, so what do you think? If the itch needs scratching, then I'll bloody scratch it. If people don't like it, they should consider moving away from Glasgow as I'm sure there's plenty more stuff to offend them here.

I try to distract myself, or just do something else in general until my poor memory kicks in and I forget the need to scratch. This is really helpful when it comes to being mauled by mosquito's. I just forget that there's an itch and I feel no need to scratch it
By turning round and scratching it. When people ask what you're doing, you would reply "Never mind, thought I saw someone I knew."
Pockets or ignore, but seriously it pisses me off when you see chavs walking down the street with their hands down their pants. I mean come on you ever heard of common decency?
Since you had rule out toliets and pockets I suggest face against a wall or a place where no one can see you (do the oppersite if it's your rear end itching) e.g. a rack of clothes or something to block your private areas from sight.
