I don't really try to add anyone. If someone wants to be my friend I'll add them, but other than that I don't really care.
If someone adds me, I'll add them back in return. However, I'll only add people myself if I have been in a good conversation with them and they seem like good people from their posts.
With the exception of Neonbob, who I ended up having less of a conversation with and more of a posting spree across about three different threads all day for at least a few days. I'm pretty sure it got to the point where I couldn't see anything other than the thread and the words in it, and everything else was just a dark blur surrounding this one light and source of hope and fun. Yup, good times.
Oh, and there was one other user whom I befriended for helping me in an argument. That's about it with exceptions.

If we've had friendly interactions or I like the person, I befriend them. That, or I just add them if they befriend me.
