Bro, whatever you do, call Child Protective Services and / or the police who will then contact Child Protective Services. Being beaten by a trusted authority figure can and will fuck you up later, if it continues it can lead to mental health disorders. Think of the future and call 911, bro.

Should the answer your sister give not be satisfactory to the situation, further describe to your sister that anyone in the neighborhood could have seen that and that she should tone it down in the future. That you'd hate to see someone freak out and call the cops over something stupid.

The more you bend things out of proportion or sit on it dreading, the worse it's going to be for you. Confront the problem head on and don't act like it's huge, or you'll just end up freaking out your sister. Be mature on the matter, state your opinion.

Now obviously if Apple is sustaining injuries, or is getting her ass handed to her every day, you should call authorities on the matter and voice your concern to them. But for all you know Apple may have been a tramp (which kids at age 14 tend to be) and may have deserved it.
Yeah, I don't think taking her head and hitting it into the door, after beating her up [with fists, or feet I'm guessing] is not acceptable punishment for a child, and yes, a 14 year old is still a child.

Also, its a federal offense and like I said above, it can and almost guaranteed to cause mental disorders later in life. I had a very special person have to go to the hospital over heavy hallucination and stress related problems along with memories of being beaten by her mom attacked her to the max, causing a mental break down.

Calling the police because your sibling took the punishment too far? That's pathetic. As someone who has been in this sort of situation before (on the receiving end), I know full well that it'll only happen again, eventually being a frequent thing. I really wish I had been able to call the police, but alas wasn't. If this little shit of a mother is beating her kid around like this, then clearly she doesn't love her daughter, and the daughter is better off without her.

I'd recommend calling the police... but I think it would be better to get a handle on the situation first, see if it's likely the kid will end up with mental issues. Just... talk to her, maybe she had her own issues to deal with.

(Also, she named her daughter Apple? ...Meh, could be worse.)

If this is a one-time thing, I'd just stay out of it. People have bad days, tempers get out of hand. If this is something that has happened before, with any kind of frequency, call social services. I'm all for spanking to, but you don't beat on your 14 year old daughter.

It'll be awkward, but you need to do something about it. Talk to your sister about it, and if she doesn't relent, you need to contact the authorities.

That is actually child abuse by most countries laws. I would talk to the sister and if it happens again, you are legally required to call the cops. Seriously, if this has happened before your niece (who has an awesome name btw) is one of those kids you see on tv as a child of an abusive family.

Well you could talk to your parents and have a sort of meeting with your sister. Cause if you confront your sister on your own all you'll get is "THIS IS MY CHILD AND I'LL RAISE IT HOW I WANT!" But if your sister has any respect she won't talk that way your parents so she'll actually listen.

BUT, I know parents from older generations were totally cool with a little physical abuse as it built character so if you were hit around every now and then by your parents, theres no point in going to them about it as they won't understand.

So if your parents didn't beat the two of ya, get your parents and yourself to talk to her. If they did, talk to her yourself and tell her this shit better not happen again or you will have to do something about it.
