It would be a clean and productive city, with its citizens taking care of the streets and general maintenance. Occasionally, some troublemakers would come in or people would get out of line, and the elite mod law enforcement team would come in and make everything better.
Generally, it would be awesome and be filled with laid back but still intellectual people.

It would be the most fun place to live ever. Everyone is so cool and laid back while still being serious and intellectual. Max can have his own little meanspririted warehouse, the rest of us will have fun. I nominate Neonbob for mayor.

With the average age being somewhere in between 12-25 there'd be very little knowledge of how to maintain modern utilities so we'd be reduced to living in piss poor conditions with little to no running water and forced to scrounge for food. Unable to make fuel for ourselves would make oil and gas extremely expensive commodities. "Expensive" itself will become a very relative term because money will hold little to no value here. Knowledge of growing food would be highly praised and the secret of growing edible food would be a highly guarded secret.
With the population being about 95% male, women would be a highly prized currency. With a single woman being traded for barrels of food and supplies. Butchery and barbarism would run rampant over the constant struggles that would take place in order to control the resource known as Woman. Warlords will soon rise to power and be measured upon how many procreating woman they have control of.
Eventually due to lack of proper maintenance whatever structures we have left after the "Women Wars" will collapse. Our guns would soon either run out of ammunition or degrade from lack of maintenance and replacement parts. Eventually we'll be forced to live in shanty towns with nothing but wooden barricades and spears preventing our nieghbor from robbing us of our few possesions.
Eventually some foreign culture will discover us, enslave us, rape the few women we have, kill all our old men, steal our lands so that they can plop a Wal-Mart on them and end our tiny civilization.

It's a large, sparkling city, full of intelligent, psychological debate and video games. Everyone seems to be happy, and things are idyllic enough. It's a good place overall.

It'd be a beautiful metropolis. But with every city there's its gangs/mobs/rebelious teens that cause the mod police to come a runnin' and fixin' it up. Everybody would also be aggresive and at the slightest statement whip out their middle fingers and their angry looks. Kinda like New York.

Once in a while, a band of human filth would arrive, only to be thrown out quickly.

It would be a vast metropolis. Massive news screens would be posted all over the sides of buildings broadcasting a constant stream of information to the citizens below. There is something for everyone to find. The city is so vast that is quiet easy to get lost. So easy in fact, that sometimes some places are duplicated to the point of absurdity (much like Starbucks).
Speech is wildly regarded to be the most powerful force in the city, except for the feared "Moderators" the local police force who wield a super powerful weapon known as The Banhammer. It can easily silence someone, place them in limbo for an extended period of time, or outright kill someone in a single blow.
