That's more Matter Manipulation than full blown Reality Manipulation (Think God, or Taxi Driver, which are more or less the same in terms of power).
the phenoixs powers are stuff like life force manipulation, complete control over all forms of energy and matter, pyrokenisis and cosimcy powers lol that seems like reality manipulation if it isnt whats reality manipulation
With Reality Manipulation one can do anything, for instance I could change the laws of physics, alter past events, destroy/create anything, etc.

When Joker became all powerful he made 2 + 2 = Fish, and I'm not saying he made everyone believe that, I'm saying that he made Fish the correct answer changing logic itself. Phoenix can't do that.
Logic is a human concept, so by changing the answer to a question that can only exist in a human's thoughts, you are in fact only changing people's interpretation of the concept and not any fundamental attributes of reality.
Yet, it is still reality manipulation, as one would in fact still be manipulation reality. As a human's interpretation is a part of reality and thus by changing it you are manipulation reality. Of course the term Reality Manipulation is mostly used when one can manipulate all reality.

In case it's actually poor wording you're getting on to me about (logic being a study). With or without humanity, putting two items together (lets say identical just in case you're the nit picky type) with another two items makes four items, not fish. Making it fish however, would be reality manipulation.
So your point (though it is true) is simply that changing anything is changing reality (i.e. writing this post is changing reality in a small way). So it is in fact true that he managed to change reality, but in a simple and easy way.

2 objects plus another 2 of the same will still make four of them, whether or not humans believe it is so.

I think this is going to get nowhere, though, as you are arguing for something that can't exist, and I am arguing against the same argument while knowing that it can't. We both know that it can't but we aren't really arguing the same point.
