yes it is, its merely energy in another form. im not sure of all the details, but that was the basic logic behind the particle accellarator; fire 2 particles together at enough speed to have the energy be converted into the form of mass. its supposed to create new forms of particles found within atoms (something like that, but please dont take my explanation as a quoteable source, im sure to have got some things about it wrong. but it is generally accepted by physicists that mass is just energy in another form.)
