In my world, Tamriel is governed secretly by a secret organisation of various secret factions. They control the markets, the general economy, and can make people disappear in the blink of an eye. Anyone in a position even remotely high up any kind of socio-economic ladder is there, either, because they're directly involved in the affairs of this group, or simply because the group allow it.
Of course, not even they have an answer to the threat of dragons.
