Fable II wouldn't have been as bad if ol' Pete had kept his piehole shut. Hard to say what the biggest flop was... I actually think MW2 was a flop in the end. It took me several months to realise that I hated it, though. Think I'm gonna go with Dante's Inferno here since it was so hyped up then turned out to be below mediocre.
MW2 was one of the most profitable games of all time. That's not a flop.
I'm sorry, let's go back and read the name of this topic.

"in your opinion, which game was been the biggest flop of all time"

Now, let's focus on the first three words.

"IN YOUR OPINION"

That's exactly what I have given. It doesn't say "Based on factual, qualitative evidence, which game sold the least amount of copies"...

Besides, in a way, you're wrong about that, anyway. While MW2 was indeed profitable, the game eventually lead to the downfall of Infinity Ward with something like over 30 employees being fired. They weren't exactly insignificant staff either...
But a flop refers directly to finacial failure. Not how mush you like or dislike it. And no saying it's your opinion doesn't change anything. I could say "Civilisation is the best FPS ever in my opinion" and it would be a stupid thing to say because it's not an FPS. Similarly MW2 was not a flop, in fact it's opening was the most profitable of any work of fiction ever made.
A "flop" doesn't have to be a financial failure; but since we're talking in that sense, MW2 was still a flop. It completely ruined Infinity Ward. (I already mentioned that and you seemed to disregard it.) If you don't believe me then look it up. I'm pretty sure the most profound articles of IW's downfall due to MW2 lie here on The Escapist. Sure it was a big success at the start, but it eventually went sour.

The worst flop of all time? Twilight Princess, easily. The runner-up is ME2, which is in turn followed closely by KOTOR 2.

The worst game of all time? ^I don't know^, but I thought Lost Odyssey was nothing short of painful.
How on EARTH, or in any other kind of universe was Mass Effect 2 a flop?

Well, there's the flops of poor quality:
- Haze
- Too Human
- Daikatana

Then there's the ones that were good but didn't sell well:
- Anything Tim Schafer has ever made. Ever.

Then there's the list I make to troll people:
- Ocarina of Time
- Final Fantasy VII
- Super Mario Bros. 3
- Call of Duty 4

It does. A flop is when the production costs greatly exceed the revenue.

; but since we're talking in that sense, MW2 was still a flop. It completely ruined Infinity Ward
Activision ruined infinity ward. Suppose MW2 had sold less, that certainly wouldn't have saved IW.

Daikatana anyone?
I am surprised at how far down I had to scroll before someone said this.
Form what I gather, the majority of this board is too young to remember all of the hype that surrounded Daikatana because they would have been around 8 years old at the time.

I think that sums it up pretty nicely.

Personally, I say
Sonic the Hedgehog (All but killed the franchise)
Two Worlds (Played it, and all I saw was a little potential drowned in shit)

and a few others that are so bad I don't even want to remember them

Wait, how was KOTOR2 a flop? It was better then KOTOR at everything... Aside from having a ton of unfinished content because the game was rushed. But that hardly removed all the improvements over the "original". Better story, better characters, better feat selections, and pretty kickass environments.
Why is original in quotes?

Also: the game was unfinished with quests that just stopped halfway through (the HK factory for example), the story would have been better with at least one less villain, and if what I guess was supposed to be the twist wasn't randomly outed during a conversation with Kreia, and had it concluded properly, the graphics are worse, and there's a few more feats/powers but not many.

The game had the potential to be better than the first, but it wasn't finished so it's not. [small]To me.[/small]

No, that's not what a flop is. That's a financial loss.

?noun
9.
an act of flopping.
10.
the sound of flopping; a thud.
11.
a failure: The new comedy was a flop.
12.
Informal . a place to sleep; temporary lodging: The mission offered a flop and a free breakfast.

A flop doesn't have to directly relate to/or be bound by business terms. A day out can be a flop. It may not be a financial failure, but if the planning has gone to hell and nobody had fun it's a flop. To go back to my original point, this topic asked what I thought the biggest flop was IN MY OPINION. I didn't even say it was MW2, I simply suggested it because it didn't fully live up to its hype. That, technically, can be seen as a flop. The fact people took stupidly long to realise how this game was doesn't justify its success.

Financial loss yes, a big one.
That's the only measure by which a commercial product can be considered a failure.

Thing is despite what people say and which I can understand, I really loved Too Human but to avoid any raging I'll just leave it at that.

I still think Driv3r was one of the biggest flops ever. Especially in terms of it not selling at all.

How the hell can Twilight Princess and ME2 be flops? Sorry if I missed something, but both TP and ME2 received outstanding critique, they play very well, and are really enjoyable games. KoToR 2 I can understand, but the other 2?

One of my worst examples would probably be Metal Gear Solid 2, it was great to finally see a sequel to one of my all-time favorite games, but when they used Snake basically as a cocktease, well, tease, to make one buy the game and then let us play as a completely dull character instead, adding very confusing story and reviving Liquid in the silliest way possible (sure, it's a Japanese game, but still), I can't help but claim that it's a flop. I had high expectations and what I got wasn't near that of what I had imagined.
