There is no answer to this question, not really.
What makes a talented musician? How do you define that? Can it even be defined?
Mozart wrote full violin concertos at the age of 9, no one on this thread has mentioned him, his music is known and remembered today (even if you don't realise it) Pachabel wrote a song three hundred years ago which has the basis chords for over 60 modern pop songs, if you want something a little more gauche. (props to the guy who mentioned Bach though)
With the entire history of music open to you, you can't claim that a death-metal drummer is the greatest musician of all time, no matter how good he is. How about the first homo sapien to stretch animal hide over a rib cage and start bashing it while tunelessly humming? Without him we might not ever have had music, so in that case he (or she) is the greatest musician ever.

Jascha Heifetz - most amazing violinist to ever live, and arguably the most skilled musician to ever walk the planet
Franz Lizst - this guy could bring his entire audience to tears, and his audience was made up of a lot of women. Go figure.
Joshua Bell - raw emotion, incredible power. Plays some damn beautiful (if more obscure) pieces on his violin.
Also, I really like the works of Jesper Kyd. He's not talented - just really, really good.

Pfeh, easy. Michael Angelo Batio. He is hands down the most technically skilled guitarist in the history of... ever.

I think Dr. Steel and Tom Waits don't get enough credit and fame.

I do agree though, his instrumental range proves he is a very good musician.
