The Governor General, as the Queen's Representative, therefore an extended arm of the Royalty, can exercise Reserve Powers to dismiss a sitting state, territory or federal government, amongst other things.
The Queen herself can use these same Reserve Powers when on Australian soil, and also is allowed to personally appoint a Governor General herself if she so desires. As Reserve powers, they can be executed without approval from any branch of government.
Not, of course, that you'd likely see her or the Governor General ever exercise these powers, but, they do still have them, hence the whole Whitlam Federal government in the '70s, Jack Lang, I believe, in NSW government in the '30s being dismissed. They were also almost used in the mess Joh Beljeke-Petersen turned Queensland into in the late '80s and another couple of occasions since Federation.
