Couldn't be more simple than that , create a faction for the fallout universe.
They can have their own nation, weapons, armor even culture. If it is based on an already existing faction, explain the differences particularly if they are separatists.

My faction would be a Military group based on the IRA (who would have revived to revolt against the British in the chaos of the great war.) They would have sent a division to america after intercepting radio signals broadcasted by the enclave to find survivors.

Cave dwellers.

They ended up in a malfunctioning vault where the lighting didn't work and they've evolved over the last few hundred years to have no need for their eyes but have amazing hearing.

They don't leave caves or their vault very often because the sun burns them.

A tribal faction who worship a robot teddy bear! Of course this teddy bear "commands" them to wage war on all non-believer's and that cannibalism is a sacred practice.

A faction based on Jawas, but they're from Cuba (because Cubans are very good at salvaging and repairing 50's American Cars, like the ones in Fallout).

They would spend the majority of their time scouring the wasteland for machine parts to salvage and would construct vehicles that are fuelled by Nuka-Cola Quantum, which would lead them into regular conflicts with other factions over control of the supply of Nuka-Cola Quantum.

Very much a smash-and-grab faction as they're essentially engineers and mechanics rathers than soldiers and mercs, although their weapons would generally in very good condition.

The Technocrats.

Having seen what the foolishness and frailty of biological humans has wrought, this group turned to technology to survive the nuclear exchange and build a better future. Originally based in London, the group has used their scavenged technology to spread recruiting stations and outposts accross former Britannia and Ireland, looking to expand to mainland Europe and even repairing one massive pre-war tanker for an expedition accross the pond.

Their central belief is that biologicals are ruled by harmful emotion, and unenhanced bodies are frail and weak. No body modification, as long as it leads to clear benefits is forbidden and is in fact actively encouraged for all members. It is common to see members with artificial limbs, imbedded hardware and experimental cybernetics. Decision-making would have been relegated to AIs, if any existed. Instead, they seek to purge emotional effects from decision making. Everything is seen as numbers, everything is a cost-benefit analysis and computers are used whenever possible to minimize 'human' mistakes.

Fot if humanity is to survive, it cannot continue down the foolish road that nearly lead to extinction. They will enlighten or subvert (with patience, or primitive but ever developing brainwashing techniques if necessary) any individual not hostile to them. Neutral communities will be slowly subverted via infiltration, trade and other benefits such as protection. All enemies must be enlighted or killed, without mercy and delay.

Either they will succeed, or they will be shown wrong by someone proving stronger. And even that is not a bad outcome; survival of humanity both on short and long term is the one and only objective. And as such, Ghouls are the ultimate Abomination: incapable of natural reproduction (as far as they know), still ruled by emotion, but bodies more resistant that the average human with an annoying tendency to cling to life; the ultimate evolutionary dead-end with no future as a species (as they cannot reproduce without effectively killing humans). They can be spared only if they accept their status as nothing but servants of humanity, with no inherent worth whatsoever. After all, no tool is wasted if that tool proves it's worth. And Ghouls can be effective tools at construction and dangerous jobs, but they can ever be only tools wielded by Technocrats, or enemies to be killed.

A hated group of lame soldiers using: grenadetube's, snipers, campers, Heartbeat sensors and Tactical Knives.
also they get help from a shitload of Uav's and Vertibirds (harriers).

They run into battle pumped on jet and buffout and attack in a frenzy with melee weapons... until the drugs wear off when they sit down and eat sugar bombs.

I've always thought a robot-only faction would be cool, although I guess it'd be similar to the East Coast Brotherhood of Steel. Perhaps they could live in an isolated location, such as a communications facility on a mountain or in a well-fortified Vault, feeding information and orders through to their AI comrades living amongst regular human society. These outsiders could include robots used by humans in towns, like Deputy Weld or Cerberus from Underworld. I don't know what their agenda would be, maybe just general information gathering from the Wasteland until they're ready to emerge and either kill everyone or try to create a utopia. Or something.

BHoS-Detroit detatchment. Since Detroit was a booming industrial town in the 50's, it is safe to assume it did not degrade into a ghetto in the Fallout-verse. However, it would be a more likely target that the Pitt due to it's trade signifigance and great-lake control. As such I believe it would have been nuked hard, maybe on par with DC.

The town would present a valuable target for the Brotherhood of Steel because of the quantities of tech. It would be similar to the Pitt, except easier to control. Because of all this, I believe a Detroit detachment of the BHoS would be similar to the west-coast except they would be the dominate force in the area, and easyily the best equiped BHoS attachment.

Ghoul Equality Movement-Not so much of a force as an idea, but the ghouls are generaly met with rascism and treated as second class citizens. The Ghoul Equality Movement could be riots and terrorism lead by ghouls in the name of equal rights.

The Merchant Marines. They would basically be seafaring pirates, but without the name "pirate". They would try to swindle you sometimes, make good business other times, be easy to piss off, really tricky to fight, and only show up every once in a while depending on how many rivers or large bodies of water are nearby.

They would have a variety of ships, lower level characters coming across small schooners at the greatest, if not re-purposed fishing boats. Later, you could see larger ships, including massive frigates containing hundreds of these people.

Really? I really don't know all taht much of the Brotherhood. Only that they scrounge up whatever tech they can find.

I was hoping for a more cyborgnistic view on things, with focus less on finding new tech, and more on converting populace to their point of view by whatever means necessary.
