The Super-Nazis. After the US got nuked to death, they came out of hiding to conquer their main enemies. They would be kinda like the Enclave, but they're main goal would be reviving Hitler's frozen brain. They would use giant blimps for transport, giant robots, and possibly mutant dinosaurs.

Did I mention they hate the Enclave to death?

Seriously, picture walking through the wasteland, when all of a sudden, a blimp looms overhead, and ropes drop down. The soldiers start sliding down the rope, but then get bombed by a Vertibird. You duck for cover, but before you know it, the Enclave and the Nazis are fighting eachother. Mind-controlled Deathclaws run towards them, but they release their enslaved Super Mutants or something.

Failing all that, I'd love to see a Japanese faction.

Inventors

They use various junk like wood, metal scraps, pipes, robot parts to create various machines of war. The blueprints are Leonardo Da Vinchi's.

The Rita Repulsa faction, after 10,000 years she is finally free! She now tries to conquer Earth!

And

The Zordon faction! Determined to stop the Rita Repulsa faction from taking over Earth, Zordon (the factions leader) and his assistant robot, Alpha 5, form a team of vault dwellers with attitude!

I totally got to make a Mod side quest like this for Fallout: New Vegas now :p

Well, if you ignore the love-dovey knights in shining armour Fallout 3 made them out to be, then that pretty much fits with your description.

WE have a lot of different people using different weapons.
I think that's awesome. I love the idea of being part of a large group of people varied yet that I can relate with.

Chinese, they'd fit well into the mythos. They'd still have the organization and supplies from prewar, and they could have interesting goals.

How about the traditional molepeople
they were part of another vault experiment
Their experiment was to see if they could live in a incomplete vault with only the entrance there while the rest are caves
Their living conditions along with the radiation cause them to mutate into mole-like humans

Warning. Wall of Text!!!
The Greater Skaven Alliance or GSA. When fev virus vats wires were gnawed by rats over time the vats fell over and enveloped the rats and human scientists. They were melded together into hideous ratman. The ratmen (and ratwomen) breeded extremely quickly (the FEV vats were a special type of FEV that didn't leave the subjects sterile). They expanded quickly and made a nation spannning the underground of the U.S.A wasteland (mainly because they had no oppistion underground) Eventually they put together a military, with a lack of overground weaponary the ratmen started using iron and other metal deposists to make there rudimentry guns (they are very low quality guns which all use 9mm bullets but there are a sh**load of guns and Ratmen using them). With this they have made a military. While large and equipped their army was extremely cowardly and have a tendacy to betray each other. So their plans to expand to the surface have been marred by this (and their encounters with other various factions) and they have resolved to hiring humns, super mutants and ghouls to serve as leaders to lead and "encourage" their standing military.

The Red Guard

a group of maybe 4 or 5 towns completely controlled by a group who ironically call themselves the "Red Guard"
they are a mafia like group of people who tell tales of the Chinese (or reds) and protect them in exchange for money and power
the faction has transformed the few cities into a police state and the citizens are terrified of any chinese, and jail any asian they see

there are chinese in arlinton library but there ghouls and the shin(spelling?)in california

OT:Apeture science:they are completly made up of guard turrets and cyborgs that carry portal guns.stalkers anyone?

Got another Idea. Acolytes of the Moon, AM. A collection of tribal villages that lived together peacefullly and reliant on one another. Then one day alien ships that seemed to have flown from the moon crash nearby. The tribals search the wreckage and find one living alien, they save him, heal him and feed him for some time, the alien can communicate with them (The aliens are telepathic). Soon raiders attack the villages and the alien shows the tribals the advanced weaponary and technology from the crashed ships. With this boon the tribals fight off the raiders. Because of this benevolance the tribals worship the alien as a God. Many years have passed and the alien using age rejuvanation technology from the ships stays with the tribals, leads them and teaches them to utilize the tech from the ships. Soon the village rapidily grows and people who hear about the place flock to the place to live in the prosperity of the Villages. When the population got to a point of about 500 the alien decided to move most of the population to live in the capital ship that crashed to live in luxury and saftey. eventually they activate the on hull turrets of the Ship and use the vast armouries of the ships to create a strong but defense based military.

The Junkers.

The Junkers tend to make their dwellings (or fortresses) in, around or on scrap heaps (or where ever large amounts of scrap can be found). Their weapons and armour are extremely crude, but effective, mostly comprised of the scrap metal they live in. Junkers are vicious yet cunning warriors, and are quite skilful ambushers.

Junkers are extremely hostile, and do not openly trade with other factions. Their weapons are built with adaptiveness in mind, usually comprising of a powerful rifle, and either a heavy bladed stock or bayonet.

Junkers, known in slang as "Pots and Pans" or "Pans", are adept at guerrilla warfare, many of their supplies are drawn from raiding other settlements and factions or ambushing traders. Junker spies are also everywhere, scouting settlements for entrances and weak points. Some say that life in their town is like a kitchen, and that "there's nothing worse than a dirty Pot".
