Vault (Insert random number) Reformed;
Raiders attack a vault, looted the place and make it their base. After defending the position for years and being attacked by groups like the Outcasts, they accidentally became a town by accepting trade to fortify their defenses against attackers.
The place is home to any who'll defend the vault but that doesn't mean the residents won't molest you in your sleep.

Frozen Fortress. The Guardians.

Basically, they are a group of soldiers (around 100), that are locked in an endless war against a colony of high speed reproducing giant ants (around 10000 per day), in a highly defended fortress, filled with turrets and robots.

The Guardians have, however, discovered a substance that can keep them from basic needs, so they don't need to eat, nor sleep, nor go to the toilet and their life is prolonged each time the drug is consumed.

They are sitting on top of an almost infinite amount of this matter. It reacts with the radioactivity on the ground to aquire these caracteristics, so it won't run out at least until the next millenia. But the ants also have a desire for this substance.

The Guardians' weapons and reactor core both run on this substance, so that it won't run out. Five drills keep extracting the substance.

These are elite, highly experienced and strong soldiers and their armor is almost inpenetrable. Radiation has no effect on them. No-one knows where they came from, or what is their purpose.

Few have died since this war started, right after the bombs fell. Are they doomed to continue this endless conflict? These soldiers have no more desire of life, as they have lived over 250 years.

Quest: End the war.

- Overdose the ant queen with the drug, killing the queen, condemning the colony.
- Overload the reactor core, to create a thermo-nuclear explosion.
- Run!!!

Hummmmm...... this'd make a nice mod...

Ill try and not make this too unwieldy... but ill stick it in Spoiler tags just to cut down on space.

Name: Enclave (Separatists)

Facts: For starters, this group has the same ideals as the original Enclave, but go about it a different way. The original Enclave uses power to control people, and seeks to rebirth the United States, but with the heavy intention of purifying the human race from what it is now (i.e. after the bombs and exposure to radiation mutations). This Enclave instead seeks to unify the fragmented clans, factions, and tribes of the United States, and create a nation similar to the original US. But they do not use force to accomplish this task. They feel that a country built on domination and oppression of its people will never stand united against its enemies, but be destroyed from within by its own people.

The Orignal Enclave call the Enclave Separatists "Separatists" or traitors, have open hostilities with them. The Separatists simply call themselves the Enclave, and call the originals "dictators" or Tyrants". Commonfolks dont see either different at first glace and call them both the Enclave; but those that join the Separatists choose to call them the Enclave, and the orginals "the oppressors".

The Enclave had access to nearly all the technology and gear of the original Enclave, but they havent focused on improving their technology, so they have outdated technology in comparison to the current (FO3) Enclave. However, they do have a significant amount of resources at their disposal, so they could put a minimum effort into technological research, and reach the same level of the original Enclave easily; they choose to devote those resources, however, to forming the New United North America (New U.N.A. for short).

They have a number of small cities, most of which have serious industrial capabilities, under their control. These industrial locations are heavily fortified against attack from any enemy that may exist, and supply the Enclave with its weapons, armor, and vehicles. The Enclave also controls three main locations, these are used to seperate the country, allowing each part of the Enclave to function without the fear of slack in the chain of command. These locations are: Seattle, Washington (West Coast); New York City, New York (East Coast); and Central City, Illinois (middle America). Central City is the largesat city the Enclave control, the city was built out of the near perfect remains of a major city in the middle of the United States, but there are no records as to what this city may have been (but between you and me, its Detroit).

Dispite the apparent weakness of pacifism to the Original Enclave, The Enclave Separatists are growing in power each day, and soon will be able to unite the country once more. Thier biggest opposition is the NCR, as while there are no plans to disband the NCR after unification, the NCR doesnt want to give up its power and control of its territories. The Brotherhood of Steel is also enemies, because the BoS do not want to give-up their technology to the Enclave, and be used as mere pawns in the Enclave's plans of "domination".

Damn... that was longer than I thought...
technically already exists. look up midwest enclave.
What? Dammit... need to brush up on my Fallout mythos before New Vegas comes out...

The "New People's Confederacy" or NPC. NPC's were exposed to radiation that caused their feet to meld to concrete leaving them immobile. Before their tragic mutation they were notorious pack-rats, causing them to ask passerby's to collect inane and meaningless objects from the Wastes in return for rewards of equally mundane and meaningless objects. Their immobility has robbed them of social skills so they respond with recycled responses and blank expressions.

The Great Middle Eastern Shooters
they were the last "big threat" in America before the Great War. One of the main qualities that made them so terrifying is that they were Insurgent groups deported to America. Despite that however, they're main goals were to defend america, as much as they can. But they were still basically mercenaries, only with a mafioso-esque system, as in how they organize themselves.

They cant manufacture their own weapons, so their supply is basically scavaged 10mm pistols, AK-47s, basically, whatever they can loot.

Their armor is also scavaged. However, a tussle they had with the Enclave in 2296 allowed them to get access to a HUGE amount of Enclave Armor. Other than that, its standard ganster-esque stuff. They, before the Great War, were based on stealth more than Rambo.

Their culture is athiest, as decided by the great "why the f*ck should we discriminate on religion" GMES policy of 2022. Their general life is based on this (note this is after the Great War): wake up, salvage their food supply, eat, then get down to surviving after the apocalypse. They were luckily prepared for what they would do, since their former leader, Al-Jabin, gave instructions on what to do in case of an apocalypse.

They side with the Brotherhood of Steel, their enemy is the Enclave.

After the nuclear apocalypse, top members of the Church of Scientology managed to survive the bombs by hiding in a nuclear bunker in New Mexico (they actually built one in real life). Now, they've evolved from one of the greatest liars in America to the most dangerous liars in the wasteland, and expanded their cult throughout the former country. L. Ron Hubbard's brain is hooked up to a computer and he's still the leader.

Chinese, they'd fit well into the mythos. They'd still have the organization and supplies from prewar, and they could have interesting goals.
they already exist. plus they are restricted to DC only. no one in china wants to keep the chinese "dream" alive. hell the chairman of china's descendant fell out of power now that the chinese people don't have to follow his family's tyranny anymore.

there are chinese in arlinton library but there ghouls and the shin(spelling?)in california

OT:Apeture science:they are completly made up of guard turrets and cyborgs that carry portal guns.stalkers anyone?
True, they were there, but only as enemies with computer-dispensed mythos easily exchanged with any other random enemy that sits around one place or another. I'm thinking an actual active group that either goes out and does stuff or sits around and asks the PC to do stuff. It be nice to see a settlement with a strong Chinese presence still trying to stay incognito, or going out to conquer "American monuments to Capitalism." At the very least I should be able to talk to a representative. I think I might have liked Anchorage better if it had been the Chinese trying to break into the vault.

They would be kinda like the Enclave, but their main goal would be reviving Hitler's frozen brain.
That is EXTREMELY cliched.
Naww... I thought it was the most original plot in the world.
What would you come up with, hmm?

Regardless, I think it'd be an awesome side faction to fight. Especially if they all used cryo-weapons.

The sane people. We from a camp and try to rebuild and improve ourselves and keep the horrible abominations out and we kick out the standard suicidal idiots who inhabit the landscape. We make peace with anyone who has guns and is a nutjob but try to either find a way to remove the guns from the nuts or get the hell out (the world is a big wasteland so its not like everything is owned by gun nuts.)

the mutant brothers

a brotherhood of steel brigade turned into ghouls by an enclave attack

symbol: the brotherhood symbol with an axe instead of a sword, a shield shape instead of circle, and a skull on the right

preferences (most liked to least liked): wastelanders, underworld ghouls, vault dwellers, brotherhood, raiders, enclave,

tech: slightly lower than brotherhood

tactics and equiptment: wear modified brotherhood armour without rad resistance, heavily padded and with salvaged nuclear generators in the back powering enhanced limbs (gives agility bonus) but also increases rad gain, helmet is a comination of brotherhood helmets and enclave (enclave with brotherhood air filter crudely merged, now with white eyes instead of orange), prefer ranged combat over close quaters.

society: more open than brotherhood members, allowing anyone in, but forcing them to drink highly iradiated water as part of initiation, believe not in the continuance of humanity, but with sentience as a whole, (after all, everyone knows how to make another human, but not how to make another ghoul)

The Enclave but they win!

*sigh*
I can dream can't I?

In my mind, the Enclave bombed the shit out of the citadel with "Cry Of The Valkyries" playing.
Why would you want the enclave to win? And furthermore weren't their establishments in the DC ruins annhilated by the brotherhood?
The Enclave had the resources to rebuild the world.
They had the firepower to destroy Humanity's threats.
the enclave want to kill everyone who is not a member of the enclave! they are evil, they attack regular people and non-feral ghouls more than super mutants and ferals, if the enclave won, the protagonist of every game would die (except the fallout 1 guy)

The Shin in california were a group of chinese nuclear sub operators who got stranded on american soil.they will ask you to do things and once you find the vertibird blueprints you can keep them(a)you can give to the brotherhood of steel(b)or give them to the shin(c).they were only in fallout 2.

kind of like the church of atom (although differnt yes) they belive radiation/ghoulification is their saving grace

hmm mabye a faction like the legion only inverted, the Women take the men as slaves, perhaps they model themslefs after Amazon warriors...I wonder if they would be as hated as the legion?

A tribe of people who inhabited Disneyland in Anaheim and found Walt Disney's cryogenically frozen head, revived him, followed his instructions to graft him to a robot body and began worshipping him as their evil overlord.

All their soldiers dress as mascots from the theme park. And they all wear mouse ears.

Obviously, they're called the Mouseketeers.

A faction based on Jawas, but they're from Cuba (because Cubans are very good at salvaging and repairing 50's American Cars, like the ones in Fallout).

They would spend the majority of their time scouring the wasteland for machine parts to salvage and would construct vehicles that are fuelled by Nuka-Cola Quantum, which would lead them into regular conflicts with other factions over control of the supply of Nuka-Cola Quantum.

Very much a smash-and-grab faction as they're essentially engineers and mechanics rathers than soldiers and mercs, although their weapons would generally in very good condition.
I like your idea.

Cave dwellers.

They ended up in a malfunctioning vault where the lighting didn't work and they've evolved over the last few hundred years to have no need for their eyes but have amazing hearing.

They don't leave caves or their vault very often because the sun burns them.
This reminds me of the film 'The Descent'.
