They'd march around in hoodies carrying energy weapons and knives, and they'd smell.

Or possibly cannibals, they could be called purples (cookie for reference).

A guy in the wastelands builds a time machine and sends out a special frequency that only pipboys pick up and he says ''Who are you oh you have a pipboy come in'' so you go in and he says he has made a time machine so he says you can stop the missles from coming to earth so you strap on some timemachine gear and you go in the time machine and yuou end up at a chinese base where you have to kill everyone in the building and blow it up and then you come back and find out that it still happened so you guy back before you go in there and kill everybody and youtell yourself to go in the and place charges on the nukes and you come back to a world where it was not destroyed. I also came up with this in 5 minutes

The Imperium of Man: A faction based entirely on eliminating mutants, aliens, and heretics based entirely upon the Imperium of Man found in the WH40k universe.

Alternatively, I could see a group that followed the "chaos gods" and only accepted members who were mutated in some manor or another.

Wow, this actually sounds like a very good idea. There were the Gary's in FO3, but to find a whole faction of people from the vaults would be interesting.

Flag modified Confederate Flag(Army of Northern Virginia Battle Flag)

Seperatist forces in the Southeast. Fighting enclave forces spread includes the majority of the southeast. Atlanta suburbs is the base of operations. Military instalations where overrun by the Militia forces that started the rebelion. There goal is to stop the corruption of power caused by the Enclave and pre-war Governments. They are freindly towards the Brotherhood but only trade in small groups. Montgomery is the industrial center of the rebelion due to a miss fired nuclear device that struck it. The southeast is mostly free of radiation except along the coast.

The Rebelion is armed with M-16A6 Assualt rifles and MP5 Submachine guns. They use Abrahms Battle Tanks along there border. All mutants are killed on sight due to stoping any virus they might carry. Ghouls are killed as well. The leader is elected by popular vote and can be voted out by vote if 80 percent want it.

Name: Enclave (Separatists)

Facts: For starters, this group has the same ideals as the original Enclave, but go about it a different way. The original Enclave uses power to control people, and seeks to rebirth the United States, but with the heavy intention of purifying the human race from what it is now (i.e. after the bombs and exposure to radiation mutations). This Enclave instead seeks to unify the fragmented clans, factions, and tribes of the United States, and create a nation similar to the original US. But they do not use force to accomplish this task. They feel that a country built on domination and oppression of its people will never stand united against its enemies, but be destroyed from within by its own people.

The Orignal Enclave call the Enclave Separatists "Separatists" or traitors, have open hostilities with them. The Separatists simply call themselves the Enclave, and call the originals "dictators" or Tyrants". Commonfolks dont see either different at first glace and call them both the Enclave; but those that join the Separatists choose to call them the Enclave, and the orginals "the oppressors".

The Enclave had access to nearly all the technology and gear of the original Enclave, but they havent focused on improving their technology, so they have outdated technology in comparison to the current (FO3) Enclave. However, they do have a significant amount of resources at their disposal, so they could put a minimum effort into technological research, and reach the same level of the original Enclave easily; they choose to devote those resources, however, to forming the New United North America (New U.N.A. for short).

They have a number of small cities, most of which have serious industrial capabilities, under their control. These industrial locations are heavily fortified against attack from any enemy that may exist, and supply the Enclave with its weapons, armor, and vehicles. The Enclave also controls three main locations, these are used to seperate the country, allowing each part of the Enclave to function without the fear of slack in the chain of command. These locations are: Seattle, Washington (West Coast); New York City, New York (East Coast); and Central City, Illinois (middle America). Central City is the largesat city the Enclave control, the city was built out of the near perfect remains of a major city in the middle of the United States, but there are no records as to what this city may have been (but between you and me, its Detroit).

Dispite the apparent weakness of pacifism to the Original Enclave, The Enclave Separatists are growing in power each day, and soon will be able to unite the country once more. Thier biggest opposition is the NCR, as while there are no plans to disband the NCR after unification, the NCR doesnt want to give up its power and control of its territories. The Brotherhood of Steel is also enemies, because the BoS do not want to give-up their technology to the Enclave, and be used as mere pawns in the Enclave's plans of "domination".

Damn... that was longer than I thought...

But seriously, how about a faction comprised of outcasts like hobos, immigrants, nerds who banded together in one vault they all pitched in to buy, and who now live as looters/thieves (albeit generally peaceful unless attacked) who steal goods from raiders and mutants/grow food and make clothes and weapons from corpses and junk found in the wastes/ and loot/steal what they can. They try to avoid a currency, and simply trade objects to other people for objects. They live under one ruler who ultimately makes all decisions, although people can make votes to elect a new one, and the rulers also take votes/ask for advice from other citizens on what to do. *Nobody take this without asking me please.*

Vault 51, a.k.a. "The Underhold"

Vault 51 was technically finished by Vault-Tec's standards, but was designed in such a way to appear unfinished and with room to expand. Vault 51's inhabitants saw this as a great opportunity to expand their community, but in time found themselves running out of resources to complete their intended projects. Unwilling to leave well enough alone, they opened the vault and marched forth into the wasteland, scavenging what materials they could to continue expanding. As time passed, Vault 51 became known by others as "The Underhold", a fortified underground stronghold that built it's legacy on the blood of outsiders, killing both for resources, additional weapons, and to preserve what genetic purity they could.

Close but no cigar, it's from an excellent post-apocalyptic book called "Brother in the land" and the survivors start making all these names for different kinds of people, the survivors who went mad are called spacers, outsiders are called goths and cannibals are called purples because they find cannibalism to be too horrific and it's in reference to that song.

Requirements:

-Save the poor people by offering them Clean Water, then using your newfound Good Karma, murder the denizens of the Wasteland.
-You may not use Stimpacks, but must heal by drinking water out of the toilets of the wasteland (urinals also acceptable)
-Your main weapon is the Billy Club or Pool Cue.

The Enclave had the resources to rebuild the world.
They had the firepower to destroy Humanity's threats.
They had the resources to mutate everyone and turn what was left of the earth into a fascist slave land, they had the firepower to destroy what they deemed a threat to humanity (i.e gunning down innocent vault-dwellers in the beginning of Fallout two for no viable reason other than claiming it as a hold to further their kitten stomping prowess). And every soldier, leader, scientist, secretary and president seems to be channeling the douchebaggyness of all Omega house. The brotherhood weren't a threat, they never did anything to quell the numbers of super mutants and other wasteland nastys and rather than doing something logical like, oh, I dunno, letting the brotherhood purify the water in the Potomac to bring life back to the capital wasteland they get a weedy little mercenary to poison the water and set up a thousand guard posts to stop him from reaching it.

Whether you support fascism or not you can't argue with that.

I would still support them in Fallout. I like doing the opposite of what I would do in real life sometimes when it comes to game.
